About the role

Key responsibilities & impact
  • Serve as the primary internal owner and director for Phlow's portfolio of government contracts, grants, and cooperative agreements.
  • Oversee program performance, milestone tracking, deliverables, and compliance across all active government awards.
  • Act as a key point of contact for federal program officers, contracting officers, and agency stakeholders (e.g., BARDA, ASPR, HHS).
  • Partner with the VP of Strategy and Enterprise Initiatives to identify, evaluate, and pursue new government funding opportunities aligned with Phlow's mission and manufacturing capabilities.
  • Lead or support proposal development, capture strategy, and pricing for new government solicitations (RFPs, RFIs, BAAs, OTAs).
  • Serve as the bridge between government affairs, regulatory, manufacturing, quality, finance, and legal teams to ensure government program requirements are met.
  • Translate government contract terms and compliance obligations into actionable guidance for internal operational teams.
  • Coordinate audit readiness, reporting requirements, and site visits related to government-funded programs.
  • Ensure adherence to applicable federal acquisition regulations (FAR/DFARS), award terms, and reporting requirements.
  • Monitor contract risk, budget performance, and program timelines; proactively flag and resolve issues with agency partners.
  • Support internal audits and government reviews of funded programs.
  • Build and maintain strong, trust-based relationships with government program officers, agency leadership, and industry partners.

Requirements

What you’ll need
  • Bachelor's degree required; advanced degree preferred.
  • 10+ years of professional experience, including significant experience in:
  • U.S. government contracting direct experience managing federal grants, cooperative agreements, OTAs, or FAR-based contracts (BARDA, ASPR, DoD, HHS, or similar agencies strongly preferred), and Pharmaceutical or life sciences industry experience in manufacturing operations, regulatory affairs, supply chain, or commercial/program management within a pharmaceutical, biotech, or API manufacturing environment.
  • Strong project management skills
  • Demonstrated success managing complex, multi-stakeholder government programs from proposal through execution and closeout.
  • Strong understanding of federal acquisition regulations, compliance reporting, and program/contract management best practices.
  • Excellent relationship management skills with a track record of engaging effectively with senior government officials and agency stakeholders.
  • Exceptional written and verbal communication skills, including proposal writing and executive-level reporting.
  • Ability to operate effectively in a fast-paced, mission-driven, and evolving organizational environment.
