About the role

Key responsibilities & impact
  • Lead the assessment of existing workforce capacity, staffing structures, and human resource management systems within the health, education, or relevant public sector institutions.
  • Conduct workforce planning and manpower analyses to identify staffing gaps, future workforce needs, and resource requirements.
  • Review and analyze HR policies, staffing norms, organizational structures, and workforce deployment practices to identify areas for improvement.
  • Support the development of evidence-based workforce plans, HR strategies, and implementation roadmaps aligned with project objectives and government priorities.
  • Provide technical advice on recruitment, retention, performance management, succession planning, and workforce optimization strategies.
  • Contribute to the design and implementation of data collection tools, workforce assessments, and stakeholder consultations.
  • Analyze workforce and HR data to inform policy recommendations and strategic decision-making.
  • Engage with government agencies, development partners, and other stakeholders to validate findings and build consensus around workforce planning recommendations.
  • Prepare technical reports, presentations, policy briefs, and other project deliverables related to human resource management and workforce planning.
  • Ensure that all project outputs reflect international good practice and are tailored to the Nigerian context.
  • Provide technical input to capacity-building activities, workshops, and stakeholder engagement sessions.
  • Work closely with the project team to ensure timely delivery of high-quality outputs and achievement of project objectives.

Requirements

What you’ll need
  • Master's degree in Human Resource Management, Public Administration, Organizational Development, Education, Public Health, or a related field.
  • Minimum of 10 years of professional experience in human resource management, workforce planning, or organizational development.
  • Demonstrated experience working on public sector, health, education, or international development programmes in Nigeria.
  • Proven experience conducting workforce assessments, staffing analyses, and human resource planning exercises.
  • Strong knowledge of human resource management policies, systems, and practices within government or development programme settings.
  • Experience analyzing workforce and HR data to support evidence-based decision-making.
  • Familiarity with public sector reform, health workforce planning, or education sector workforce management in Nigeria.
  • Professional certification in Human Resource Management or a related discipline is an advantage.
