About the role

Key responsibilities & impact
  • Lead and manage the Learning & Development Unit, including supervising staff and overseeing workflows
  • Develop and execute long-range strategies for agency-wide training and workforce development programs
  • Collaborate with ODHS leadership to design and implement learning initiatives supporting organizational priorities
  • Evaluate and improve business processes, training systems, and performance metrics
  • Oversee training design, delivery, and evaluation
  • Monitor return on investment for training programs and ensure quality, compliance, and continuous improvement
  • Support organizational change management through consultation, facilitation, and collaboration
  • Promote an inclusive, culturally responsive work environment focused on equity, diversity, and anti-racism
  • Ensure compliance with laws, policies, and collective bargaining agreements
  • Maintain agency learning systems and coordinate resources, contracts, and tools
  • Attend in-person meetings, trainings, and development sessions across the state
  • Travel occasionally, including evenings, weekends, and out-of-state conferences

Requirements

What you’ll need
  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field
  • Experience in workforce systems, organizational assessment and development, and employee relations
  • Demonstrated use of continuous improvement and change management methodologies
  • Experience with instructional design methods, adult learning principles, and equity-centered practices
  • Experience leading large-scale learning initiatives in multi-program, regulated environments
  • Ability to coordinate diverse partners, meet compliance requirements, and deliver measurable learning outcomes
  • Skill in organizational needs analysis, instructional design, adult learning theory, and technology-enabled training (eLearning, virtual, blended)
  • Experience administering learning management systems and designing learning pathways
  • Experience supervising staff, managing performance, and coaching talent
  • Ability to design and facilitate leadership development programs
  • Ability to use analytics, performance metrics, and evidence-based decision-making to guide workforce strategy and manage budgets
  • Valid driver’s license with an acceptable driving record or access to timely alternative transportation
  • Must complete a criminal history and background check if selected as a finalist
  • Must be authorized to work in the United States; ODHS does not offer visa sponsorship
