About the role

Key responsibilities & impact

Review site certificate applications and site certificate amendment requests and make recommendations on compliance with Oregon’s energy facility siting rules and regulations to the Energy Facility Siting Council.
Work on proposed energy facilities with developers and communities.
Travel to meetings across the state of Oregon.
Attend scheduled in-person staff meetings at the central workplace in Salem, Oregon every month.

Requirements

What you’ll need

A Bachelor’s degree in a scientific, engineering, planning, public policy or a closely related field
Four years of professional-level work experience in science, engineering, environmental impact analysis, energy regulation, regulatory permitting, planning, or public policy analysis
OR Seven years of work experience in any of the above fields, four of which must have been at the professional level
A Master’s degree in a field relevant to the position will substitute for one year of the professional level work experience
A Doctorate or Juris Doctorate in a field relevant to the position will substitute for two years of the professional level work experience
Experience in, or assisting in the review, evaluation, and analysis of technical documents, such as application materials, environmental studies, and regulatory compliance reports, including providing and receiving feedback
Proficiency in preparing findings and conclusions that meet legal and regulatory standards, ensuring completeness, accuracy, and alignment with siting rules and standards
Background in supporting the development of policies, rules, and procedures in alignment with organizational or regulatory goals
Experience analyzing legislative impacts and providing recommendations for policy modification, including the development of new rules when necessary
Proven ability to represent an organization at public meetings as a technical expert
Skilled in presenting complex technical data clearly and effectively to diverse audiences.
