About the role

Key responsibilities & impact
  • Review site certificate applications and site certificate amendment requests and make recommendations on compliance with Oregon’s energy facility siting rules and regulations to the Energy Facility Siting Council.
  • Work on proposed energy facilities with developers and communities.
  • Travel to meetings across the state of Oregon.
  • Attend scheduled in-person staff meetings at the central workplace in Salem, Oregon every month.

Requirements

What you’ll need
  • A Bachelor’s degree in a scientific, engineering, planning, public policy or a closely related field
  • Four years of professional-level work experience in science, engineering, environmental impact analysis, energy regulation, regulatory permitting, planning, or public policy analysis
  • OR Seven years of work experience in any of the above fields, four of which must have been at the professional level
  • A Master’s degree in a field relevant to the position will substitute for one year of the professional level work experience
  • A Doctorate or Juris Doctorate in a field relevant to the position will substitute for two years of the professional level work experience
  • Experience in, or assisting in the review, evaluation, and analysis of technical documents, such as application materials, environmental studies, and regulatory compliance reports, including providing and receiving feedback
  • Proficiency in preparing findings and conclusions that meet legal and regulatory standards, ensuring completeness, accuracy, and alignment with siting rules and standards
  • Background in supporting the development of policies, rules, and procedures in alignment with organizational or regulatory goals
  • Experience analyzing legislative impacts and providing recommendations for policy modification, including the development of new rules when necessary
  • Proven ability to represent an organization at public meetings as a technical expert
  • Skilled in presenting complex technical data clearly and effectively to diverse audiences.
