About the role

Key responsibilities & impact

Provide IT application development and support for the Office of the State Controller.
Support IBM mainframe applications for both new development and on-going maintenance of existing applications critical to conducting the business of the State of Oregon.
Facilitate applications support critical areas such as statewide financials and reporting.

Requirements

What you’ll need

Seven (7) years of information systems experience in: Application Development utilizing COBOL, CICS, JCL, TSO, Easytrieve Plus, VSAM Files, Unix Scripting and Hierarchical & Relational Data Base Structures ; OR An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND 5 years of information systems experience in: Application Development utilizing COBOL, CICS, JCL, TSO, Easytrieve Plus, VSAM Files, Unix Scripting and Hierarchical & Relational Data Base Structures ; OR A Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience in: Application Development utilizing COBOL, CICS, JCL, TSO, Easytrieve Plus, VSAM Files, Unix Scripting and Hierarchical & Relational Data Base Structures ; OR A Master's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in: Application Development utilizing COBOL, CICS, JCL, TSO, Easytrieve Plus, VSAM Files, Unix Scripting and Hierarchical & Relational Data Base Structures.
Demonstrated skill in the following: Structured Design, Analysis, and Testing using IBM Debug Tool for z/OS, IBM File Manager for z/OS, XSLT.
Experience and fluency using tools to support troubleshooting to analyze, research and identify root causes and drive incident resolution.
Demonstrated experience with JavaScript, HTML, CSS and web site management.
Strong time management skills with ability to effectively balance delivery of on-going operational services with the accomplishment of work that supports attainment of long-term goals.
Expert skills in IT project management, planning and implementing projects.
Ability to establish and maintain effective and collaborative working relationships with members of leadership, co-workers, customers, other agencies, and the public.
Strong customer service and communication skills with the ability to explain complex technical issues to non-technical customers and voice opinions with clear rationale based on data and factual evidence.
