About the role
- The primary purpose of the Contracts Specialist is to administer complex procurement and contracting functions supporting PEBB and OEBB benefit programs valued at approximately $3.4 billion and serving more than 300,000 employees and dependents.
- This position determines procurement strategies, assesses contractual risk, develops specifications, negotiates terms, conducts cost and price analyses, and manages contract modifications.
- The role also drafts and administers high-risk agreements and ensures complete and compliant documentation for RFIs, RFPs, negotiations, contract development, and issue resolution.
Requirements
- Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
- OR A bachelor’s degree and two years of professional-level procurement and contract experience related to the position.
- OR Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
- Proven track record of preparing documents, tabulating data, and maintaining organized records using software applications such as spreadsheets, databases, and document management systems.
- Strong background in contract administration techniques and processes, including monitoring compliance, tracking deliverables, and maintaining contract documentation.
- Demonstrated ability to apply principles and processes of governmental contracting, including selecting procurement methods, developing requirements, and supporting solicitation and award activities.
- Highly skilled in negotiating agreeable solutions with vendors or stakeholders, including resolving contract issues, clarifying terms, and supporting contract modifications.
- Adept at analyzing statistical and program data to evaluate risks, costs, and benefits and inform contracting or procurement decisions.
- Working knowledge of employee benefits programs, including health, dental, vision, life, and disability insurance, and how these programs relate to contracted services.
- Demonstrated ability to create and maintain a respectful and inclusive work environment that values diversity among team members, stakeholders, and the communities served.
