About the role

Key responsibilities & impact
  • Preparing, issuing and analyzing the organization’s RFX processes with internal and external customers.
  • Sourcing and qualification of (potential) new suppliers by gathering and analyzing supplier data.
  • Contracting for and procurement of materials, equipment and services to meet the needs of OICR’s diverse internal clients.
  • Reviewing material specifications with client groups.
  • Negotiating with suppliers to obtain fair and reasonable pricing and monitoring supplier performance.
  • Ensuring quality assurance and maintenance of good business relations with suppliers.
  • Identifying relevant government contracts for procurement activities.
  • Developing/conducting analysis of management information to inform procurement strategies.
  • Reviewing and managing contracts, including quality assurance and tendering processes.
  • Managing the day-to-day activities of the procurement team.
  • Developing, implementing and updating policies, processes and procedures for procurement activities.
  • Working closely with OICR managers and scientists to ensure procurement needs are met on a timely basis.
  • Managing OICR’s procurement card (P-Card) and travel card program.
  • Managing OICR’s asset tagging program and convening the Asset Review Committee as needed.
  • Working with the Finance team to resolve invoicing/receipt discrepancies.

Requirements

What you’ll need
  • Bachelor’s degree in supply chain management, business or a related field, or recognized equivalent.
  • Completed Certified Supply Chain Management Professional (CSCMP) designation.
  • Proven Broader Public Sector Procurement Directives RFx experience.
  • Experience working with an ERP (Enterprise Resource Planning) system like JD Edwards.
  • Demonstrated experience in negotiating and reviewing contracts.
  • Demonstrated experience in supplier relationship management and supplier qualification.
  • Experience with e-procurement initiatives and strategies.
  • Working experience in and knowledge of the scientific and/or research fields.
  • Action oriented team player with an eye for both strategy and detail.
  • Excellent negotiation skills, interpersonal/communication skills and initiative.
  • Excellent customer service skills.
  • Excellent process/project management skills.
  • Working experience and knowledge of Microsoft Office.
