About the role
- Provide contract and procurement activities for OCHN and related technical support to the Manager of Contracts and Procurement.
- Lead RFP, RFQ and bid processes including high-level technical technology purchases.
- Perform emergency procurement activities as warranted by national, state, or local crisis situations.
- Provide content expertise in development of procurement policies, procedures, scopes of work, and sourcing strategies.
- Implement sourcing strategies, conduct market research and analysis to control costs and assure supply.
- Prepare contracts ensuring risk management, legal and compliance issues are addressed.
- Prepare contracts related to grants, monitor grant activities and reporting requirements.
- Negotiate complex, critical, and/or high-risk projects; serve as liaison between OCHN staff and vendors during negotiations and implementation.
- Monitor contracts, suppliers, cost, quality, and delivery performance; develop reporting as needed.
- Maintain records management of all contracts and solicitations from draft through completion.
- Engage internal customers to meet needs and improve effectiveness, efficiency, and satisfaction.
- Create and maintain mutually beneficial partnerships with suppliers for feedback and continuous improvement.
- Work under supervision of Manager of Contracts and Procurement to ensure standardized procurement approach.
- Other duties as assigned by Manager and Chief Legal Officer.
Requirements
- Three years’ experience in the field of buying for a public agency of end items such as services, supplies, and equipment.
- Bachelor’s degree in business, purchasing, or related field from an accredited college.
- Experience in contract processing, purchasing, accounting or related field.
- Experience with Microsoft 365.
- Experience in purchasing, procurement, business administration, public administration, accounting, or related areas which included contact with public.
- Experience in leading evaluation committees and recommending awards; negotiating with bidders and contractors.
- Experience in maintaining a positive, professional attitude and ethical relations with vendors and OCHN staff within a fast-paced environment.
- Experience with providing direction and assistance to other staff relative to the procurement process as well as serving as mentor to new procurement staff.
- Experience in contract negotiation and practices.
- Advanced critical thinking skills, writing skills, negotiation skills and financial skills.
- Demonstrated ability to establish and maintain effective working relationships with vendors, employees, and staff.
- Demonstrated highly effective organizational skills.

- Knowledge of budget preparation and analysis.
- Knowledge of contract processes and requirements preferred.
- Knowledge of purchasing and procurement practices and policies including laws and regulations regarding public procurement preferred.
- Understanding of facility and information technologies.
