Procurement

The Contracts and Procurement Specialist I follow established process, practices and policies to finds cost-effective deals on goods and services.
Process and maintain contracts and procurement documents for files.
Organize, process and track contract documents and amendments from draft through completion.
Serve as liaison between OCHN staff and vendors during contract negotiations, implementation, and management.
Prepare contracts and ensure risk management, legal and compliance issues addressed.
Monitor contracts and agreements for assigned commodities and supplier performance.
Assist in location, analysis, development, and maintenance of consolidated bid list and lead bid processes (RFP, RFQ, etc.).
Develop scope of work for RFx documents and prepare bid documents, evaluations, summaries, and recommendations.
Review documents for adherence to federal, state, and local procurement requirements.
Implement sourcing strategies to control purchased material costs and ensure adequate supply.
Create and maintain partnerships with suppliers for feedback and improvement.
Engage internal customers to meet OCHN needs and improve effectiveness.
Drive continuous improvement in procurement process.
Work under supervision of Manager of Contracts and Procurement and perform other duties as assigned.

Contracts and Procurement Specialist I

• Provide contract and procurement activities for OCHN and related technical support to the Manager of Contracts and Procurement.
• Lead RFP, RFQ and bid processes including high-level technical technology purchases.
• Perform emergency procurement activities as warranted by national, state, or local crisis situations.
• Provide content expertise in development of procurement policies, procedures, scopes of work, and sourcing strategies.
• Implement sourcing strategies, conduct market research and analysis to control costs and assure supply.
• Prepare contracts ensuring risk management, legal and compliance issues are addressed.
• Prepare contracts related to grants, monitor grant activities and reporting requirements.
• Negotiate complex, critical, and/or high-risk projects; serve as liaison between OCHN staff and vendors during negotiations and implementation.
• Monitor contracts, suppliers, cost, quality, and delivery performance; develop reporting as needed.
• Maintain records management of all contracts and solicitations from draft through completion.
• Engage internal customers to meet needs and improve effectiveness, efficiency, and satisfaction.
• Create and maintain mutually beneficial partnerships with suppliers for feedback and continuous improvement.
• Work under supervision of Manager of Contracts and Procurement to ensure standardized procurement approach.
• Other duties as assigned by Manager and Chief Legal Officer.
