About the role
- Responsible and accountable for the strategy, planning, and execution of all material and services content for the Advanced Programs and Microelectronics Design & Applications Business Areas
- Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers
- Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Provide differentiated and affordable supply chain solutions for existing programs and new business pursuits
- Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies
- Leads supply chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution
- Implement strategies and actions to ensure timely delivery of materials and subcontract services in support of program needs
- Support achievement of financial commitments as part of the NGMC and drive continuous improvements in supply chain related processes via collaboration with other functions, programs, and the extended supply chain
- Ensure compliance with the wide range of regulatory, corporate, and sector requirements including customer and internal audit support as needed
- Develop and execute small business plans by contract and ensure that supplier diversity requirements are met for each contract
- Share and implement supply chain best practices across the Microelectronics Center and enterprise and leverage Enterprise GSC initiatives
- Collaborate with manufacturing, quality and mission excellence, supplier performance management and engineering to ensure successful delivery of material and subcontracted scope
- Report directly to the Director, Global Supply Chain for the Northrop Grumman Microelectronics Center and serve as a key member of the enabling functional business area leadership teams
Requirements
- Bachelor’s degree with a minimum of 9 years of experience leading supply chain program execution with knowledge in the engineering, contracts, manufacturing, information technology, and quality and mission excellence areas
- Master’s degree with a minimum of 7 years of experience leading supply chain program execution with knowledge in the engineering, contracts, manufacturing, information technology, and quality and mission excellence areas
- 5+ years of experience managing people including working in a cross-functional environment and/or experience managing profit and loss
- Must be able to travel as required (up to 25% of the time)
- Must be able to work on-site full time and in a SCIF environment as required
- US Citizenship
- Ability to obtain and maintain a TS/SCI Clearance
- Preferred: Active TS/SCI Clearance
- Preferred: Experience standing up organizations and managing managers
- Preferred: Experience with specific regulations and compliance practices governing defense contractor supply chain activities (e.g., FAR, DFARS, ITAR, other)
- Preferred: Experience leading and managing supplier relationships to ensure timely delivery of high-quality products and services
- Preferred: Experience in managing a broad range of suppliers and subcontractors including providers of complex components/large assemblies/systems, software, and services
- Preferred: Experience in working with capture teams in developing and submitting competitive and compliant major proposals, including teaming strategies and complex Bill of Material strategies on development environments
- Preferred: Experience in developing and executing supply chain best practices and continuous improvement activities
