About the role

Key responsibilities & impact
  • Conduct a desk review of relevant literature, policies, guidelines, assessment tools, and international good practices related to rehabilitation, reintegration, Individualized Planning, and Case Management
  • Hold an inception meeting with the STRIVE team to clarify objectives, scope, methodology, and expected outputs
  • Conduct consultations and interviews with relevant stakeholders to identify current practices, challenges, and technical needs
  • Develop Individualized Planning Guidelines for structured assessment and individualized rehabilitation and reintegration planning
  • Develop practical tools and templates for assessment, intervention planning, and documentation
  • Develop Case Management Guidelines covering intake through post-release reintegration
  • Define guidance for case planning, documentation, monitoring, referrals, handover, confidentiality, information sharing, safeguarding, Do No Harm, and gender-sensitive approaches
  • Define coordination mechanisms and stakeholder roles and responsibilities
  • Develop training materials, facilitator notes, case studies, and practical exercises
  • Facilitate capacity-building training for frontline workers
  • Present draft guidelines and training materials for validation
  • Revise and finalize the guidelines, training package, and final consultancy report
  • Submit Individualized Planning Guidelines, Case Management Guidelines, and training materials in hard and soft copy

Requirements

What you’ll need
  • Indonesian nationals only
  • Master’s degree with a minimum of 5 years of relevant experience, or Bachelor’s degree with at least 7 years of relevant experience in PCVE
  • Proven experience developing technical guidelines, SOPs, or case management frameworks
  • Strong communication and writing skills in Bahasa Indonesia
  • Commitment to completing the assignment within the given timeframe
  • Consultants may form their own team to complete the assignment
  • Submit a CV of maximum 2 pages
  • Submit a letter of intent or cover letter of maximum 1 page
  • Submit a technical proposal describing the technical approach, methodology, timeline, milestones, stakeholder engagement, quality assurance, guidance documents, and training materials
  • Shortlisted candidates may be asked to complete a technical assignment before an interview
  • Satisfactory references and appropriate screening checks may be required
