About the role

  • Provide strategic support to the SUSTAIN Project in advancing security and community safety in the Bangsamoro region.
  • Ensure SALW-related interventions comply with national laws and project standards while promoting inclusive security approaches.
  • Strengthen adaptive programming through real-time risk analysis, scenario planning, and early warning mechanisms for SALW-related threats.
  • Promote conflict sensitivity and gender responsiveness by reviewing training modules, awareness campaigns, and communication materials.
  • Build local capacities for SALW control, Safe Zone implementation, and community policing through technical guidance and mentorship.
  • Support knowledge management and advocacy by guiding research, documentation, and development of policy-relevant knowledge products.

Requirements

  • A Bachelor’s degree in Law, Political Science, International Relations, Peace and Conflict Studies, Security Studies, Development Studies, or a related discipline; or Demonstrated equivalent professional standing through at least 12 years of relevant professional experience in lieu of a formal degree.
  • At least 8–12 years of progressively responsible experience in peacebuilding, community safety, conflict prevention, governance, DDR, SALW control, or related security/normalization programming;
  • Participation in a minimum of 3 relevant assignments or programs involving: SALW control or community safety, DDR/normalization or reintegration, conflict-sensitive governance or civilian protection;
  • Demonstrated experience in multi-stakeholder coordination involving government, security actors, civil society, or international partners.
  • Practical knowledge of SALW control frameworks, community safety mechanisms, or violence-prevention programming gained through at least 2 completed projects, studies, or advisory assignments;
  • Experience applying conflict-sensitivity, gender responsiveness, and do-no-harm principles in program design or advisory work;
  • Familiarity with monitoring, evaluation, accountability, and learning (MEAL) or similar analytical and reporting systems.
  • Demonstrated ability to provide technical leadership, advisory support, or facilitation in at least 2 multi-stakeholder processes, trainings, dialogues, or coordination mechanisms in fragile or conflict-affected settings;
  • Strong analytical writing and presentation skills in English, demonstrated through reports, policy papers, advisory notes, or technical studies;
  • Proven capacity to engage neutrally and professionally with government, civil society, security actors, or development partners in sensitive contexts.
