About the role
- Lead and manage the full proposal lifecycle from opportunity identification and bid/no-bid decisions through submission and post-submission activities.
- Interpret and analyze solicitation requirements (e.g., RFPs, RFIs, RFQs, IDIQs, GWACs) and develop compliance matrices and response outlines.
- Develop and manage proposal schedules, storyboards, kickoff meetings, status calls, and color team reviews (Pink, Red, Gold).
- Coordinate with internal stakeholders, including business development, capture, pricing, contracts, and subject matter experts (SMEs) to gather and validate content.
- Oversee the writing, editing, and formatting of technical, management, and past performance sections.
- Ensure proposals are fully compliant with solicitation instructions, evaluation criteria, and government regulations (FAR, DFARS).
- Maintain version control and document management throughout the proposal process using tools like SharePoint, MS Teams, or proposal management software.
- Support post-submission activities such as clarifications, orals, and final proposal revisions (FPRs).
- Maintain a library of reusable proposal content and best practices to support future bids.
Requirements
- US Citizenship and ability to obtain public trust if needed
- Bachelor’s degree in Business, Communications, English, or related field.
- 10+ years of experience in federal government proposal management, preferably in IT, professional services, or defense contracting.
- Strong understanding of the federal acquisition process and proposal best practices (Shipley, APMP, or equivalent).
- Exceptional project management, organizational, and multitasking skills.
- Excellent written and verbal communication skills, with strong attention to detail.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, and proposal collaboration tools.
- Experience with GSA Schedules, GWACs, and IDIQ proposal responses.
- Familiarity with federal contracting vehicles and agencies (e.g., DoD, DHS, HHS, GSA).
- Ability to work onsite 2-3 days per week at the Fairfax, VA office.
