About the role

Key responsibilities & impact
  • Responsible for preparing, reviewing, and signing/stamping Engineer’s Reports for assessment and special district formations and annual administration.
  • Conducting technical analyses and developing cost estimates for the construction, operation, and maintenance of public improvements.
  • Develop and apply assessment methodologies and ensure compliance with Proposition 218 and other applicable statutory requirements.
  • Accountable for managing the engineering components of multiple district projects simultaneously, ensuring quality control and timely delivery of all work products.
  • Collaborate with colleagues and stakeholders to clearly communicate engineering principles and findings.
  • Expected to partner with the Utility Rate and CAP and Fee Groups to support specialized studies such as rate analyses, cost allocation plans, and development impact fee studies.
  • Supports marketing and proposal efforts by providing technical input, developing scopes and cost estimates, and participating in interviews or presentations.
  • Builds and maintains trusted relationships with clients through responsive communication, technical accuracy, and professional integrity.
  • Maintains current engineer licensure and knowledge of legislation, regulations, and best practices affecting special district engineering.
  • Provides mentorship and technical guidance to junior staff members, contributing to their growth in technical knowledge and consulting skills.

Requirements

What you’ll need
  • Bachelor’s degree in Civil Engineering, or a closely related field from an accredited college or university.
  • Active Professional Civil Engineer (PE) license in the State of California (required).
  • Broad practical engineering experience across disciplines such as public works, infrastructure, or land development.
  • Consulting experience or familiarity with public agency operations and funding mechanisms preferred.
  • Strong analytical and problem-solving skills, with attention to detail and accuracy.
  • Excellent written and verbal communication skills, with the ability to explain complex engineering and financial concepts to non-technical audiences.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and familiarity with GIS or CAD tools is a plus.
  • Proven ability to manage multiple projects, prioritize work, and meet deadlines.
  • Collaborative and proactive work style; calm and adaptable under pressure.
