About the role

Key responsibilities & impact

Responsible for preparing, reviewing, and signing/stamping Engineer’s Reports for assessment and special district formations and annual administration.
Conducting technical analyses and developing cost estimates for the construction, operation, and maintenance of public improvements.
Develop and apply assessment methodologies and ensure compliance with Proposition 218 and other applicable statutory requirements.
Accountable for managing the engineering components of multiple district projects simultaneously, ensuring quality control and timely delivery of all work products.
Collaborate with colleagues and stakeholders to clearly communicate engineering principles and findings.
Expected to partner with the Utility Rate and CAP and Fee Groups to support specialized studies such as rate analyses, cost allocation plans, and development impact fee studies.
Supports marketing and proposal efforts by providing technical input, developing scopes and cost estimates, and participating in interviews or presentations.
Builds and maintains trusted relationships with clients through responsive communication, technical accuracy, and professional integrity.
Maintains current engineer licensure and knowledge of legislation, regulations, and best practices affecting special district engineering.
Provides mentorship and technical guidance to junior staff members, contributing to their growth in technical knowledge and consulting skills.

Requirements

What you’ll need

Bachelor’s degree in Civil Engineering, or a closely related field from an accredited college or university.
Active Professional Civil Engineer (PE) license in the State of California (required).
Broad practical engineering experience across disciplines such as public works, infrastructure, or land development.
Consulting experience or familiarity with public agency operations and funding mechanisms preferred.
Strong analytical and problem-solving skills, with attention to detail and accuracy.
Excellent written and verbal communication skills, with the ability to explain complex engineering and financial concepts to non-technical audiences.
Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and familiarity with GIS or CAD tools is a plus.
Proven ability to manage multiple projects, prioritize work, and meet deadlines.
Collaborative and proactive work style; calm and adaptable under pressure.
