About the role

  • Coordinate and conduct highly complex system analyses, feasibility studies and implementation studies of potential computer applications
  • Analyze business needs to develop and implement solutions that leverage systems and processes
  • Work with the business to understand needs related to information technology and enhance business processes by promoting new functionality
  • Oversee/direct full lifecycle project implementation and serve as key stakeholder on complex projects
  • Evaluate operational efficiency and effectiveness; analyze requirements, data, work methods, processes, standards and metrics
  • Use elicitation techniques to gather stakeholder requirements at the right level of detail and scope
  • Analyze, define and document technical design for data, workflow, logical processes, hardware and OS environment; interface with other systems and controls
  • Supervise modeling efforts; perform qualitative and quantitative analysis using analytical techniques, tools, models and simulation
  • Develop, recommend and document workflow adjustments to streamline processes
  • Coordinate integration of solutions with existing applications and resolve compatibility conflicts
  • Plan, coordinate and rollout software changes/releases to Controlled Testing and Production; obtain approvals and transition to Production
  • Interact with ISD staff and business units in problem resolution efforts; utilize performance measurements to identify improvement areas
  • Partner with other business units and vendors to improve procedures and implement initiatives; present recommendations to management
  • Lead project teams; assure quality, meet schedules and resolve highly technical and complex problems
  • Serve as resource for resolution of complex or unique problems; lead, guide and mentor less experienced staff
  • Write requirements and define editorial workflow; serve as change management lead and develop change roadmaps and plans
  • Develop and oversee project plans and roadmaps to remediate control deficiencies; ensure preventative, detective and corrective controls are identified and documented
  • Develop test plans and conduct user acceptance testing; report testing activity and discrepancies
  • Research emerging technologies, monitor performance of systems, and collaborate with key partners in solution delivery
  • Perform other duties as assigned

Requirements

  • Extensive experience in problem resolution including determining root cause, scope and scale of issues
  • Extensive experience in the application of statistical methods, mathematical techniques, forecasting, cost-benefit analysis and related analytical tools
  • Extensive experience in leading collaborative work teams
  • Significant experience in leading large projects/initiatives which have business risk and impact
  • Extensive experience in managing multiple priorities independently and/or in a team environment to achieve goals
  • Expert knowledge of data querying, reporting, forecasting, analysis and operations research, including statistical methods and modeling
  • Experience in leading, guiding and coaching professional staff
  • Extensive experience that demonstrates the ability to research, compile, and document data, business processes, and workflow
  • Extensive experience in market/consumer research, project management, and analysis in support of strategic planning initiatives
  • Extensive experience in SQL and VBA database languages
  • Navy Federal Project Portfolio Management (PPM) knowledge
  • Knowledge of Navy Federal products, services, programs, policies and procedures
  • Expert research, analytical, and problem solving skills

  • Expert skill following, interpreting and applying relevant data/instructions to guidelines, procedures, practices and regulations
