About the role
Key responsibilities & impact- Gather and analyze sales data for commercial, multifamily, and other land types to support market value appraisals
- Research zoning regulations, land use restrictions, utility availability, topography, and ingress/egress
- Interview owners, agents, and tenants to compile rental/lease information and appraisal facts
- Research real property exemptions and audit assessment data and value change reports
- Learn and apply Market, Cost, and Income approaches to estimate commercial and multifamily property values
- Ensure valuations meet Oregon Revised Statutes and Oregon Administrative Code requirements
- Collaborate with supervisors to update trending, pricing, and valuation tables in the CAMA system
- Inspect improved properties to determine use, condition, and construction quality
- Measure buildings, interpret blueprints, and prepare scale drawings
- Analyze property data to determine highest and best use
- Explain appraisal procedures, tax policies, and appeal rights to property owners and representatives
- Review appealed accounts and assist with County responses for PVAB and Department of Revenue cases
- Initiate assessment-roll changes for clerical errors, omitted property, or double assessments
- Work under close mentorship and comprehensive on-the-job monitoring
Requirements
What you’ll need- Associate’s degree or equivalent
- One (1) year of real estate experience in real estate appraisal, construction, real estate finance, property management and/or accounting
- Possession of, or ability to obtain, an appropriate and valid driver's license
- Valid car insurance and access to a vehicle
- Possession of, or ability to obtain within 6 months of hire or as soon as reasonably possible, a valid Oregon State Appraiser Registration with annual certification required
- Ability to synthesize complex data from multiple sources
- Proficiency in reading blueprints and using scale drawings
- Ability to explain complex tax and appraisal concepts to the public
- Knowledge of or ability to learn real property appraisal principles, practices, and procedures
- Ability to read building plans and understand building architecture and construction components
- Intermediate Microsoft Office Suite, Microsoft Excel, Google Sheets, and GIS software skills preferred
- Experience with or understanding of income, cost, and sales comparison valuation approaches preferred
- Familiarity with vacancy rates, land use regulations, affordable housing programs, and finance arrangements preferred
- Experience with CAMA software systems and Costar/RMLS databases preferred
