About the role
- Review Requests for Proposals (RFP) and proposal documents for compliance with customer specifications and company policy
- Full responsibility for the preparation of new program cost estimates, assuring reasonableness of all costs for management to make intelligent pricing and investment decisions
- Prepare and present cost estimates to management, customer representatives, and government audit agencies
- Ensure adherence to Moog Estimating System, Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and Moog policies and procedures regarding cost proposal preparation, review, compliance, submission, updates/revisions, and negotiations
- Support and/or Lead customer & government audit requests, fact-finding, and negotiation discussions and the program budget baseline process
- May mentor, review and oversee the work of other team members including Sr Cost Engineers, and Cost Engineers
- Provide reviews of estimates and pricing by team members prior to delivery and review by senior management
- Continually improving the efficiency of the department through the use of more automated techniques, processes or approaches
- Through the use of original and imaginative approaches convincing the customer of the validity of the Moog price position
- Negotiate final pricing, on behalf of the corporation, for contracts up to and at times exceeding $ 25 million
- Use of creative approaches to cost estimating when establishing maximum justifiable Moog proposals for follow on, sole source procurements, in order to ensure a successful negotiation of profitable contracts for Moog
- Requires the ability to deal with diverse personalities and cultures within the Moog organization, customer and Government representatives to assure achievement of Group objectives in profitability and compliance
Requirements
- Bachelor’s degree in Engineering, Finance, Business Administration, a related field and/or equivalent work experience
- Minimum of 10 years of relevant experience in cost engineering or a related field
- Mastery-level knowledge of cost engineering principles and practices
- Experienced level understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), Truth in Negotiations Act (TINA) and Cost Accounting Standards (CAS)
- Excellent analytical, organizational, and communication skills
- Proficiency in Microsoft Office Suite, particularly Excel
- Ability to work independently and as part of a team
- Strong attention to detail and accuracy
