Work as an integrated member of our project teams; review plans, specifications, and related documents to understand project/program requirements
Lead development of training modules and updated Cost related SOPs adherent to DoD Military Construction requirements for project deliverables
Review and advise on Cost and Schedule Risk Analysis (CSRA) processes and deliverables to ensure requirements are implemented for DoD MILCON projects
Review basis of estimate/basis of schedule reports; assist with writing of specifications
Perform risk analysis per USACE and US Navy guidelines
Supervise and coordinate with subconsultants, including review of their cost estimates and provide cost information (daily rates, production rates)
Review and evaluate contractor bids (as owner’s representative) and review completeness of Spend Plans
Review and develop cost data sets (including labor, equipment and material pricing, cost estimate data and metadata) and provide analytics including ranges (benchmarking) and metrics for senior leadership
Review and develop cost estimating tools up to and including parametric models
Other duties as assigned; site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment.
Requirements
Bachelor’s Degree in Construction Management, or Civil Engineering; preferred
Minimum of 25+ yrs experience in construction estimating related to Waterfront structures and marine infrastructures projects, including ports, harbors, marinas, vessel mooring and berthing structures, bulkheads, breakwater and shore protection structures
Registration as a Professional Engineer; preferred
Constructability and costing for marine construction industry; required
Proposals including joint ventures, design-build, fixed price, FIDIC (International Federation of Consulting Engineers), re-measurable, and negotiated bids; required
Utilize MII Cost Estimating Software to complete cost estimates per DoD requirements; required
Construction scheduling using software such as MS Project, Suretrak, etc.; required
Cost estimating software such as Heavy Bid (HCSS) for non-Federal Projects; preferred
Purchasing, cost control, and billings on a cost plus project; preferred
Comprehensive Knowledge of USACE, NAVFAC, American Association of Cost Engineers (AACE) Cost Policies
Previous training experience in cost engineering / CSRA; required
Developing cost data sets and providing analytics and metrics; required
Developing cost estimating tools and parametric models; required
Due to client requirements, selected candidate must show proof of U.S. citizenship
