• Comply with all charting and documentation requirements per contract, funding agency, and TURN policy.

• Provide information about the program to community agencies connected to the mental and substance abuse services system.

• Provide administrative and staff supervision including individual and group case consultation, coordinate client care among the disciplines, and provide direct client services.
• Maintain staff productivity and monitor client records for contract compliance, treatment fidelity, and quality improvement.
• Develop, evaluate, and implement treatment goals and plans in conjunction with the treatment team.

• Adheres to program budget and reviews monthly operating statements to insure program financial integrity.
• Maintains thorough and accurate financial records, including maintaining an accurately balanced petty cash fund and accounting for all expenditures.
• Consults with Division Vice President regarding financial issues.
• Chairs weekly treatment team and staff meetings.
• Ensures needs of the participants are being met and that program continues to provide behavioral, mental health and other special participant needs.
• Monitors all program records to ensure accuracy, completeness, and timeliness.
• Overall responsibility for program operation, staffing and success per TURN Policies, contract requirements, and applicable Federal, State and municipal codes, laws and regulations.

• The Lead Substance Abuse Counselor interacts with clients on a day-to-day basis providing individual and group counseling.
• The Lead Substance Abuse Counselor provides clients with orientation, training, substance abuse recovery skills and information, and leadership necessary to provide them with the ability to change their behavior and educate them on the dangers of driving while intoxicated.

• The Lead Substance Abuse Counselor acts as the lead staff and provides program oversight in the absence of the Program Manager. Acts as a role model to other program staff.
