Project Manager

• Serve as the primary interface with the HHS COR and DIS leadership for all task order activities.
• Direct and manage all IV&V, program management, financial oversight, and risk management efforts in accordance with the SOW.
• Develop, deliver, and maintain the Task Management Plan (TMP) within 30 days of award and update as required.
• Oversee execution of IV&V activities across the full SDLC, including system monitoring, verification testing, documentation reviews, and release readiness assessments.
• Ensure accurate and timely delivery of all required reports, including:
• Weekly Activity Reports (WAR)
• Financial Status Reports (FSR)
• Quarterly Status Reports (QSR)
• Risk reports and dashboards
• Oversee financial management activities including budget tracking, burn rate analysis, SSF/G-Invoicing reconciliation, and billing validation.
• Lead enterprise risk management activities, including maintaining the risk register, mitigation strategies, and executive-level dashboards.

Support Engineer

• Plan, execute, and document independent verification and validation activities across the SDLC.
• Develop independent test plans, test cases, and verification procedures, including in-sprint, post-sprint, and pre-release testing.
• Review and assess system artifacts including requirements, design documentation, test results, release notes, and operations documentation.
• Participate in and support user acceptance testing (UAT) and release readiness reviews.
• Conduct technical assessments of system performance, scalability, reliability, and operational effectiveness.
• Evaluate compliance with federal IT policies, CPIC reporting requirements, and applicable OMB guidance.
• Identify technical risks, defects, and gaps; document findings and recommend mitigation strategies.
• Support configuration management activities, including change request analysis and CCB participation.
• Contribute to risk registers, dashboards, and technical sections of WAR, QSR, and risk reports.
• Provide technical input to executive briefings and leadership decision support materials.

• The Senior Application Programmer/Database Management Specialist serves as key technical personnel providing full lifecycle application support and database administration for mission-critical Fire and Emergency Services (FES) and Police Center (POLC) applications supporting the Defense Logistics Agency across five operational sites.
• This dual-role position requires expert-level application programming and advanced database management expertise for complex COTS environments operating 24/7/365 in Microsoft Azure, locally hosted infrastructure, and future Azure Government Cloud environments.
• The specialist serves as the primary technical expert for application operations, maintenance, troubleshooting, and integration of Emergency Reporting systems while providing application-level database administration across Oracle and SQL Server environments. Responsibilities include critical database modernization initiatives (Windows Server 2022 and SQL Server 2019 migrations), coordination with J64 system administrators, and ensuring compliance with DoD, DLA, NIST, HIPAA, CJIS, and CPSE accreditation standards.

• - Experience as an application programmer on large-scale DBMS, knowledge of computer equipment, and ability to develop complex software to satisfy design objectives.

• - Defines file organization, indexing methods, and security procedures for specific user applications.
• - Develops, implements, and maintains database backup and recovery procedures for the processing environments and ensures that data integrity, security, and recoverability are built into the DBMS applications.
