About the role
- Manage the service team on a day-to-day basis
- Lead and coordinate cases and files under the service’s responsibility
- Prepare budget documents: develop the initial framework, coordinate with directorates, synthesize proposals and decisions, prepare and review budget templates
- Oversee accounting execution: allocation of appropriations, monitoring execution, flagging required adjustments, accounting for public contracts including construction contracts, control of accounting transactions, monitoring payment deadlines, ensuring budgetary balance and accounting closure
- Monitor changes to financial and accounting rules, directives and procedures
- Manage investment commitments and monitor the Multi-Year Investment Plan
- Promote an accounting culture across the institution and implement procedures
- Supervise the team of accounting managers reporting hierarchically to you and provide functional oversight to finance correspondents in other directorates
- Facilitate dialogue with the invoicing service set up with the DRFIP and the City of Paris, monitor the agreement on the shared use of accounting tools, and manage supplier relationships.
Requirements
- Thorough knowledge of the operations, regulatory framework and processes of local authorities
- Good knowledge of public accounting rules and familiarity with local government budgetary environment and funding mechanisms
- Expertise in public accounting (M57)
- Expertise in accounting execution of public contracts, particularly construction contracts
- Experience managing complex projects
- Experience leading and coordinating (including functionally) the network of finance correspondents and accounting managers to disseminate accounting practice across the organization
- Strong pedagogical skills to support skills development and implement procedures
- Employment framework: engineers and territorial attachés (Category A). Statutory recruitment preferred (otherwise fixed-term contract)
- Minimum years of experience in the target role or equivalent: 10 years.
