About the role

  • Lead metropolitan development operations, including creating the ZAC de la Plaine Saulnier, monitoring the concession of the CAO Métropole du Grand Paris, eight metropolitan interest projects and five PPA
  • Develop and implement a support policy for project sponsors, notably through financing of major infrastructure and leading IMGP (Inventons la Métropole du Grand Paris) calls for projects
  • Structure and strengthen project-based working within the Métropole by promoting cross-functional collaboration and operational efficiency
  • Organize and manage the directorate: adapt organization, develop team skills and optimally allocate human and financial resources
  • Expand the project portfolio within a sustainable model and build necessary contractual tools for operational missions
  • Negotiate and implement institutional and territorial partnerships, maintain relations with elected officials and prepare decisions and deliberations within the directorate’s scope

Requirements

  • Proven experience managing complex development projects, gained in varied environments (local authorities, State, SPL/SEM, developers)
  • Strong expertise in urban planning, construction and real estate (technical, legal and economic), with solid knowledge of planning and construction law
  • Deep understanding of the institutional environment, public policies and territorial decision-making processes
  • Contribution to the Métropole’s strategy (member of the Executive Committee), oversight of activity and performance
  • Team management and development, change management
  • Management of development projects, oversight of studies and owner’s project management assistance (AMO)
  • Ability to manage strategic issues and lead projects within timelines and budgets
  • Leadership, commitment and availability
  • Rigor, autonomy and initiative
  • Strong interpersonal skills, ability to educate, persuade and unite internal and external stakeholders
