About the role
- The Federal Contracts & Compliance Manager will own and manage federal contract administration and regulatory compliance, including GSA Schedule management, FAR/GSAM interpretation, protests, audits, and contractual risk advisory.
- Serve as owner of the organization’s GSA Multiple Award Schedule (MAS) contract(s).
- Manage and oversee:
- Contract modifications (pricing, SINs, terms)
- Option renewals and mass modifications
- Schedule scope determinations and ordering guidance
- Ensure compliance with GSA sales reporting, IFF, disclosures, and administrative requirements.
- Support Contractor Assessment Visits (IOAs), audits, and contracting officer inquiries.
- Advise leadership and program teams on:
- Contract rights and obligations
- Regulatory risk
- Compliance posture
- Develop and maintain internal compliance guidance, policies, and templates.
- Provide internal legal and procedural support for:
- Agency-level protests
- GAO bid protests
- Corrective action engagements
- Assist with drafting, coordinating, and reviewing:
- Protest filings and supplemental submissions
- Agency responses and correspondence
- Status reports and declarations
- Support contract claims, disputes, and interpretation matters under the Contract Disputes Act (CDA), including REAs.
- Advise on:
- Organizational Conflicts of Interest (OCI)
- Procurement integrity issues
- Review solicitations for contractual and regulatory compliance.
Requirements
- Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field
- 6+ years of experience supporting federal contracts, compliance, or government procurement
- Demonstrated experience with:
- GSA Multiple Award Schedule (MAS) administration
- Contract modifications, renewals, and CO engagement
- Working knowledge of:
- FAR and GSAM
- Federal acquisition processes and task‑order contracting
- Experience supporting one or more of the following:
- Agency‑level or GAO bid protests
- Contract audits (e.g., GSA IOA, OIG)
- Claims, REAs, or CDA‑related matters
- Strong written and analytical skills, including the ability to draft and review compliance and protest‑related documentation
- Ability to coordinate with internal stakeholders and outside legal counsel.
