Senior Manager, Supply Chain – Offshore Sourcing, Offsets

About the role
Key responsibilities & impact- Develop and execute a multi-year offshore supply chain strategy for EOIS technical commodities and assemblies (electrical, mechanical, optical) aligned to program and product roadmaps
- Identify regions and market segments for offshore sourcing based on capability, risk, and total cost of ownership
- Lead make-buy and localization analyses; drive sourcing decisions supporting cost, schedule, and technical requirements
- Build and maintain a pipeline of offshore opportunities (NPI, sustaining, subassemblies, COTS/modified COTS, build-to-print)
- Identify, evaluate, and onboard offshore suppliers using structured processes (RFI/RFQ, capability assessments, audits, trial builds)
- Lead supplier qualification in partnership with Quality, Engineering, Program, and Manufacturing teams
- Establish supplier performance management cadence (OTD, quality, responsiveness, cost)
- Drive dual-sourcing and alternate sourcing strategies to improve continuity of supply
- Partner with Business Development, Contracts, Legal, and Finance to shape and execute offset strategies tied to international pursuits
- Translate offset obligations into executable supply chain plans
- Quantify and track offset value realization, ensuring alignment with compliance requirements
- Lead commercial negotiations with offshore suppliers (pricing, terms, payment)
- Assess and mitigate risks associated with offshore sourcing (counterfeit risk, IP protection)
Requirements
What you’ll need- Bachelor’s degree in Supply Chain Management, Engineering, Business, or related field (Master’s preferred)
- 8+ years of progressive experience in supply chain, strategic sourcing, supplier development, or operations (aerospace/defense or highly regulated manufacturing strongly preferred)
- Demonstrated success establishing offshore supply chains and scaling supplier capability
- Experience negotiating complex agreements and implementing long-term supplier strategies
- Strong understanding of EOIS-relevant commodities, manufacturing processes, and quality controls (electrical, mechanical, optical)
- Proven ability to lead cross-functional initiatives and influence stakeholders at multiple levels
