About the role

Key responsibilities & impact
  • Support the Commercial Manager with contract and commercial management requirements
  • Manage a developing team of subordinates and ensure principal, subcontract, legislative and internal reporting deliverables are achieved
  • Support framework setup, Compensation Event reviews, applications for payment, cashflow forecasting, cost control, value management and risk and opportunity tracking
  • Support final account preparation and commercial governance
  • Monitor project costs, value, risk and margin performance
  • Support CVR reviews and accurate, timely commercial reporting
  • Maintain strong records, audit trails and supporting documentation across contracts
  • Support NEC ECC contract administration across Options A, C and E
  • Manage Compensation Events, Early Warning Notices and CEMAR contract records
  • Support variations, scope changes, programme impacts, subcontract management, procurement, tender reviews and final accounts
  • Protect commercial entitlement and support operational teams
  • Manage contract applications for payment and notices
  • Support cash forecasting, revenue recognition, cost reporting, WIP review, billing and cost recovery
  • Provide commercial analysis for internal reviews, client discussions and senior leadership reporting
  • Identify and escalate risks to margin, cash recovery and contractual entitlement
  • Apply understanding of wastewater capital works, delivery processes and operational constraints
  • Collaborate with Operations, Delivery, Planning, Finance and Procurement teams
  • Attend client and internal commercial meetings and communicate project performance, risks, opportunities and actions
  • Support Apprentice and Assistant Quantity Surveyors through knowledge sharing, mentoring and escalation support

Requirements

What you’ll need
  • Proven commercial and contractual experience within utilities, civil engineering or infrastructure capital projects
  • Ability to attend sites and support the team
  • Degree qualified in Quantity Surveying, Commercial Management or a related construction discipline
  • Good working knowledge of NEC ECC contracts (Options A, C & E)
  • Working knowledge and management of framework agreements / capabilities
  • Practical understanding of wastewater projects, wastewater networks or capital delivery environments
  • Experience managing Compensation Events, Early Warnings, Applications for Payment, cash forecasting and WIP
  • CEMAR system experience for contract administration and formal communications
  • Strong financial and commercial acumen including cost control, forecasting, margin analysis and risk management
  • Ability to interpret contract requirements and apply them practically
  • Strong communication skills
  • High attention to detail and ability to produce accurate, well-evidenced reporting
  • Strong Microsoft skills
  • Experience managing a team of subordinates
  • RICS qualified (MRICS) (desirable)
  • Experience working within major regulated utility clients or long-term framework agreements (desirable)
  • Experience supporting junior QSs, Apprentice QSs or commercial assistants (desirable)
  • Experience supporting commercial process improvement (desirable)
