About the role

Key responsibilities & impact
  • Provide strategic and operational leadership for placement finding, contract monitoring and market intelligence
  • Oversee high‑risk, high‑cost provision
  • Shape a resilient provider market that supports statutory delivery and long‑term sustainability
  • Ensure children access appropriate, high‑quality provision in a timely, lawful and value‑for‑money way
  • Lead quality assurance and improvement activity
  • Resolve complex provider issues, complaints and placement challenges
  • Work closely with Inclusion, Education, Commissioning, Finance and Legal colleagues
  • Use intelligence and data for sufficiency planning and mitigation of risks

Requirements

What you’ll need
  • Significant leadership experience within SEND, education, commissioning or Children’s Services
  • Strong understanding of the SEND legal framework, including the Children and Families Act 2014 and the SEND Code of Practice
  • Confident managing complex, high‑risk and high‑cost provision
  • Experience working with external providers within financial, governance and regulatory frameworks
  • Understand market management, contract monitoring and provider sustainability
  • Comfortable analysing intelligence to inform strategic decision‑making
  • Degree‑level qualification or equivalent relevant professional experience
  • Essential car user post and must be able to provide a vehicle insured for business use
