About the role

  • Act as the Empowered Official (EO) responsible for effective and compliant execution of the division export program
  • Prepare agreements in accordance with federal regulations to support international business initiatives
  • Interpret governmental responses and provide guidance to stakeholders
  • Establish and maintain relations with corporate Global Trade Compliance and US Government stakeholders
  • Analyze business initiatives for regulatory requirements and advise management on compliant execution
  • Maintain, improve, and follow internal export compliance policies, procedures, and work instructions
  • Apply for DoS and DoC export licenses and manage international agreements and licenses
  • Oversee division employee international travel and foreign visitors
  • Supervise and mentor on-site and remote division trade staff, including Export Compliance Coordinators and Customs Compliance Officials
  • Approve export shipments, work with freight forwarders and customs brokers, and ensure compliance for export transactions (valuation, jurisdiction/classification, HTS, country of origin, license determination, export documentation, shipper's letter, EEI filing, record retention)
  • Ensure proper use of ITAR exemptions and EAR exceptions, conduct restricted party screening, and resolve red flags
  • Provide strategic export guidance for commercial and foreign military sales programs and influence product development via jurisdictional analysis
  • Conduct training sessions, develop and implement policies/procedures, perform audits/self-audits, support external audits and government inquiries, and implement corrective actions as required

Requirements

  • Bachelor’s Degree and minimum 9 years of prior relevant experience OR Graduate Degree and a minimum of 7 years of prior related experience OR in lieu of a degree, a minimum of 13 years of prior related experience
  • Demonstrated extensive knowledge of ITAR, EAR, FTR, OFAC, US Customs regulations and other participating government agencies (e.g., FDA, FCC, ATF)
  • Export product knowledge dealing with overseas product and/or technical data on state-of-the-art products
  • Experience working with freight forwarders and customs brokers
  • Demonstrated proficiency in Microsoft Office Suite
  • Demonstrated ability to perform data mining and ad hoc reporting
  • Basic understanding of Incoterms and Global Logistics
  • Ability to travel 20%
  • Ability to obtain a security clearance
  • Supervisory/mentorship experience managing export/trade compliance staff
  • Preferred: strong organizational skills; ability to handle multiple priorities; proven ability to build and maintain customer relationships; excellent verbal, written, and presentation communication skills
