About the role
- Responsible for the technical execution of a program(s) under the Electronic Warfare portfolio
- Report to the Systems Engineering Electronic Warfare Sr. Manager
- Provide technical direction to all current portfolio members
- Lead the development and prioritization of the core portfolio product(s) and new enterprise pursuits
- Provide customer briefings
- Collaborate with Chief System Architect on future architecture(s) and technology roadmap
- Involves close coordination with the program managers working portfolio programs
- Provide coaching and development for the portfolio engineering staff
- Oversight and direction for the entire portfolio
- Subject matter expert in the area of Electronic Warfare (EW) systems
- Proven experience with the develop of EW decoys, jammers, and self-protection suites
- Skilled in integrating these capabilities into mission architectures
- Understand customer mission, customer sets, drives technical strategy within the portfolio
- Final technical authority of the core product(s) and programs
- Lead technical council in definition of SW/FW approaches, HW Baselines, and Demos/Event details
- Facilitate/execute capability breakdown to Epic level
- Eliminate technical roadblocks for product and program development
- Develop, track, and present technical performance metrics
- Perform risk assessment and develop mitigation strategies for complex projects
- Viewed as an expert within the field by peers in and outside the organization
- Improve upon existing Systems Engineering processes
- Oversee trade studies on a variety of systems and components
- Oversee design verification testing efforts
- Oversees simulations and analyses to predict system performance
- Formulate and present results during internal and external program meetings
- Participate in proposal activities both cost and technical
- Represent programs as the lead engineering interface to customers
- Develop, mentor, and motivate systems engineers to peak performance
- Engineering POC for program accomplishments, issues, highlights, weekly status within the Portfolio
Requirements
- Bachelor’s Degree with a minimum of 12 years of prior related experience
- Graduate Degree with a minimum of 10 years of prior related experience
- In lieu of a degree, minimum of 16 years of prior related experience
- Active Secret Security Clearance, US Citizenship required
- Ability to obtain and maintain any additional clearances as required
- Electronic Warfare Subject Matter Expert, with specific experience in Electronic Attack
- Extensive experience in an Engineering leadership role including estimating and executing to budgets
- Experience with proposal development including generating basis of estimates
- Experience in development of use cases developed from customer objectives and concepts of operations
- Experience with systems integration and test, including but not limited to systems integration lab (SIL), chamber, ground, and flight
- Experience with requirements development and architecture definition
- Experience on large scale Hardware / Software Engineering development efforts
- Experience on large scale Hardware Environmental Qualification testing efforts
- Ability to convey complex technical information in a clear and concise manner
- People skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment
- Ability to lift to 20 lbs
- Up to 10% travel may be required
- Prior experience in a Chief Systems Engineer role
- Familiarity with the anti-ship and naval defenses market, mission, priorities, initiatives, CONOPS, use cases, and user community
- Multi-domain knowledge, in particular systems, RF, software, and firmware
- Experience in Design for Cost and Design for Manufacturing methodologies is highly preferred
- Experience in business capture
- Hands on experience in system integration, engineering testing, and system performance characterization of embedded RF systems
- System level design experience in which the applicant has been involved in the design and integration of complex hardware/software systems, the definition of multiple interfaces, and been involved in the trades of multiple solution options
- Experience leading a team to complete assigned program tasking
- Experience with Model Based Systems Engineering
- Experience in Control Account Management as part of an Earned Value Management System
- Competency making decisions with imperfect and incomplete information
- Experience using Microsoft Office products
