About the role
- Provide proposal pricing strategy and support, including analyzing customer requirements, generating pricing strategy approaches, and leading strategic bidding efforts.
- Proposal pricing liaison with all stakeholders and departments to coordinate proposal inputs (technical and programmatic).
- Prepare proposal pricing requests for quotations and specifications for potential subcontractors and vendors and manage technical and cost inputs received in response.
- Prepare clear and concise pricing proposals that are complaint to the customer requirements.
- Provide proposal pricing that is compliant with internal procedure and guidelines.
- Strong knowledge of financial program performance, providing management with early performance insights, identifying risks and offering solutions.
- Budgeting, cost control and variance analysis, internal/external reporting, risk management and financial support.
- Guide program financials including development of time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting and ongoing oversight of cost and schedule integration.
- Generate program financial artifacts such as EV reports, graphs, and analysis, as required to include customer reporting.
- Development of quarterly EACs; analyze/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data.
- Support and/or lead financial analysts with organization of Work Breakdown Structures (WBS), creation and maintenance of charge numbers.
- Perform analytical assessment and financial forecast submission for accurate reporting of orders, sales, profit and cash collection.
- Accounting data extraction, reconciliations, and approval of Program purchase requisitions.
- Perform ad-hoc analysis, data integrity checks, and validations related to program financials.
- Supports program team for Internal and external audits.
- Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
Requirements
- Bachelor’s Degree and minimum 6 years of prior relevant finance experience; or a Graduate Degree and a minimum of 4 years of prior related finance experience; or in lieu of a degree, minimum of 10 years of prior finance experience.
- 4+ years of experience using Excel as a daily tool and 2+ years of experience using other MS OFFICE tools such as PowerPoint.
- 4+ years of experience with financial analysis, forecasting and reporting to include variance explanations.
- 4+ years of experience with proposal pricing.
- 2+ years of experience with budgeting and earned value reporting.
- Capable of multitasking and working under pressure with tight deadlines.
- Ability to build collaborative relationships, earn trust, and thrive in an inclusive environment.
- A broad experience and understanding with business financial management techniques including government and commercial contracts, earned value analysis, cost analysis, financial planning, cash flow, progress payments and billing milestones.
- Strong level knowledge of Earned Value and EVMS highly desired.
- DoD contractor experience preferred.
