About the role
- Manage international subcontracts procurement and supplier relationships
- Strategic execution of supply chain function for ISR Division
- Report to Director of Subcontracts within the ISR Sector
- Support Subcontracts, Material Program Management and other Supply Chain functions in a matrixed organization
- Provide strategic support to Division business units including oversight of local Supply Chain
- Lead strategy, long term planning, compliance, large negotiations, savings, E3 Initiatives, Supply Chain metrics initiatives, and continuous improvement
- Facilitate Supplier Development and implement operating philosophies and business strategies
- Manage subcontractor cost, schedule and technical performance ensuring on-time delivery, quality, and affordability
- Develop and manage strategic relationships with suppliers to achieve sales, orders and profit goals
- Collaborate with Program team on Subcontractor activities across Supply Chain functions
- Manage procurement processes and systems ensuring alignment with Government, Corporate, and Division policies and prime contract requirements
- Determine feasibility of material/components and support product development and proposal activities
- Review project status, budgets, forecasts, EVMS; prepare status reports
- Manage cross-functional relationships to integrate supply chain into program development and execution
- Draft and negotiate contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, NDAs and Sole Source Agreements
- Establish and manage contractual milestones and analyze supplier capacity and capabilities
- Ensure supplier ability to supply parts and adjust material flow for inventory optimization
- Implement solutions to complex problems and identify supplier performance improvement and cost reduction
- Initiate corrective actions with suppliers and employees when necessary
- Provide timely and accurate Supply Chain status to L3Harris Management and external customers
- Identify and execute initiatives to improve performance and support strategic new business pursuits
- Conduct market analysis and strategic sourcing
- Ensure deployment of risk management strategies on critical procurement efforts
- Manage procurement metrics and act as division expert with language and customs with foreign suppliers
Requirements
- Bachelor’s Degree and minimum 9 years of prior relevant experience
- Graduate Degree and a minimum of 7 years of prior related experience
- In lieu of a degree, minimum of 13 years of prior related experience
- Active Secret Clearance required, in which US Citizenship required
- Broad management and leadership knowledge to lead cross-department project teams or manage across the function
- Experience in supply chain management (including sourcing, contracts, and/or subcontract management) in the Aerospace and Defense industry
- Proven experience in supporting critical programs in foreign countries
- Solid knowledge of defense supply chain and purchasing processes
- Needs experience with FAR/DFARS contractual terms and conditions
- Experience in negotiation of large complex subcontracts and agreements
- Earned Value Management experience / Previous Control Account Manager experience
- Advanced computer skills and a solid understanding and knowledge of SAP systems
- Ability to travel often; potentially being located full-time at a supplier’s facility
- Travel expected to be greater than 75%
- Ability to understand and speak Hebrew (preferred)
- Preferred degree in Business Administration, Supply Chain Management, Engineering, or related discipline
- Master’s degree in a related field, or MBA, desired
- Strong communication and interpersonal skills
- Excellent analytical and organization skills
