About the role

Key responsibilities & impact
  • Identify and develop new apprenticeship opportunities across local authorities, NHS organisations, government departments, housing associations, emergency services, and wider public sector organisations.
  • Build and manage relationships with senior stakeholders, HR teams, learning and development professionals, and procurement teams.
  • Generate new business opportunities through networking, outreach activity, framework opportunities, referrals, and sector engagement.
  • Lead and coordinate tender, framework, DPS, mini-competition, and bid opportunities from identification through to submission and award.
  • Produce high-quality written proposals and tender responses.
  • Monitor public sector procurement activity, workforce development priorities, and market trends to identify future opportunities.
  • Manage a pipeline of opportunities and maintain accurate forecasting and CRM records.
  • Contribute to apprenticeship start and revenue targets through new business acquisition and account growth.

Requirements

What you’ll need
  • Proven experience in business development, account management, or sales within the public sector.
  • Experience managing or contributing to public sector tenders, bids, procurement exercises, or framework opportunities.
  • Strong written communication skills with the ability to create compelling proposals and tender responses.
  • Experience engaging and influencing senior stakeholders within public sector organisations.
  • Demonstrable success managing complex sales cycles and multiple stakeholders.
  • Strong commercial awareness and ability to identify and convert opportunities.
  • Experience within apprenticeships, education, workforce development, training, or learning and development (highly desirable).
  • Experience working with procurement frameworks, Dynamic Purchasing Systems (DPS), or public sector procurement routes such as CCS, YPO, ESPO, or NHS frameworks.
  • Understanding of apprenticeship funding and workforce development priorities.
  • Experience using procurement portals and tender management systems.
  • Knowledge of public sector procurement regulations and processes.
