About the role
Key responsibilities & impact- Assists in setting the vision, mission, and strategy of the Sheriff’s Office IT organization to securely maximize IT initiatives.
- Provides the necessary strategic direction on technology platforms needed to safely deliver the applications.
- Assist the Sheriff in the evaluation and lead delivery of enterprise-wide technology solutions and products offered.
- Develop short and long-term plans for technology initiatives within the Sheriff’s Office.
- As a key member and confidential direct report to the Sheriff, this senior level technology consultant position contributes to the development and execution of the client's IT network and is responsible for ensuring the strategies align with best practices for network security.
- Leads technical architecture, infrastructure, software development and quality assurance, ensuring that the organization can deliver and operate high quality secure technology platforms at the required cost and service levels.
- Coordination with the County Information Technology Services Division (ITS) and Senior Management of the client
- Assist in developing and controlling the annual and capital IT budgeting, to ensure that is consistent with the overall strategic objectives.
- Attend various meetings as determined by the Sheriff.
- Coordination and project management of technology related operating and capital projects Accomplishes special projects related to technology, communications, 911 and cellular services.
- Licensing review and recommendations for verification and compliance.
- Application software review and recommendations.
- Mobile device management review and recommendations.
- Review and recommend partnership agreements and or contracts with providers of technology.
- Review and recommendations of all IT purchasing for the client. Review of all IT contracts including SaaS agreements.
- RFP and bid coordination including creation, review, and recommendations.
- Eliminate single points of failure in subject matter expertise by cross-training individuals and transferring knowledge from individuals to teams.
- Establishment Implementation, creation and review of various technology policies including an internal formal cybersecurity policy for the Sheriff’s Office. These policies include both networking and network security disciplines.
- Ensures that information security is designed into platforms and operations to meet or exceed industry compliance requirements.
- Leads the identification, assessment, and mitigation of risks using quantitative and qualitative approaches. Anticipate risks and motivate leaders to act before they impact the department's performance.
- Quarterly and Annual network security review, reporting and recommendations.
- Knowledge of risk management processes including assessment and mitigation of cyber risks including the detailed reporting.
- Coordination of all patching as well as change management within the Sheriff’s Office.
- Ongoing network security education programs within the units as well as regular phishing campaigns.
- Physical technology asset security review and recommendations.
- Password management review and recommendations.
- Manage cyber-security of local and client data & network infrastructure.
- Coordination of all network security aspects of the Rockland County Sheriff’s Office and any other local police departments that utilize the RCPIN police information network (as needed/required).
Requirements
What you’ll need- Bachelor’s degree in: Business Administration, Information Technology, Computer Science, Cybersecurity, Network Engineering.
- Knowledge of criminal investigations, digital evidence, CJIS-regulated data, and sensitive infrastructure, with both technical depth and security clearance matters.
- 10 - 15+ years’ experience managing enterprise network
- Prior work with county sheriff or federal contractor
- 10 years’ experience with government or regulated industries in a management capacity.
- Knowledge of risk management processes including assessment and mitigation of cyber risks including the detailed reporting.
- Discretion & Confidentiality
- The consultant is required to be onsite in County Offices at minimum 3-4 days a week.
- Ability to pass a rigorous background check to include criminal fingerprint clearance and maintain such clearance throughout the term of the contract.
- Ability to explain technical findings to non-technical executives
- Experience overseeing:
- Enterprise routing & switching
- VLANs, MPLS, SD-WAN
- VPN design & secure remote access
- Network segmentation & zero-trust architecture
- High-availability design
- Firewalls
