About the role
- Lead data governance initiatives for the USCG C&P Modernization effort.
- Develop, maintain, and publish a Unified Enterprise C&P Data Dictionary.
- Identify, analyze, and resolve data redundancies, inconsistencies, and quality issues.
- Design and implement comprehensive enterprise-level data maps, high-level architectures, and artifacts.
- Develop and operationalize data lineage frameworks.
- Create detailed Data Flow Diagrams (DFDs), Entity Relationship Diagrams (ERDs), process models.
- Perform in-depth data analysis on complex datasets from contracting, financial, and ERP systems.
- Deliver actionable insights, governance reports, dashboards, and visualizations to USCG stakeholders.
- Collaborate closely with cross-functional teams to gather requirements and validate data/governance needs.
- Document and drive adoption of governance frameworks, data architectures, processes, and artifacts.
Requirements
- BA/BS degree with 10+ years of relevant experience in data governance, enterprise data architecture, analytics, or related fields; or Master’s degree with 8+ years of experience.
- Must have direct, hands-on experience working in or supporting federal contracting and procurement environments (e.g., Time & Expense, federal ERP/financial systems, acquisition of lifecycle processes, or similar).
- Proven expertise in data governance, including policy development, data standardization, quality management, metadata, and compliance in complex enterprise settings.
- Strong track record creating enterprise data models, Unified Data Dictionaries, DFDs, ERDs, workflow/process documentation, and governance artifacts for multi-system federal environments.
- Proficiency with enterprise architecture and modeling tools (e.g., Visual Paradigm, or equivalents) and data visualization/analysis platforms (Power BI, DataBricks, SQL, Collibra, Qlik Sense).
- Solid understanding of federal acquisition regulations (FAR), ALT/PALT guidance, and the contracting/procurement lifecycle across all ALT phases.
- Excellent written and verbal communication skills to engage technical teams, senior stakeholders, and federal clients effectively.
- Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Outlook) and strong data manipulation skills.
- Demonstrated ability to build trusting client relationships, manage priorities, and thrive in deadline-driven federal projects.
- Self-starter capable of independent and collaborative work in a hybrid environment.
- Must hold active Public Trust or other appropriate security clearance (or be eligible and willing to obtain one).
- Must be a U.S. Citizen.
