About the role

Key responsibilities & impact
  • Lead estimating governance for major capital projects across the project lifecycle
  • Develop estimating strategies and support business case development
  • Align scope, cost assumptions, project definitions, procurement strategy, execution approach and estimating methodology
  • Support IDEA Project Delivery Process implementation for cost predictability, estimate maturity, risk-informed contingency and scope alignment
  • Develop Capital Appropriation Request estimates, estimate basis documentation, cost breakdown structures and estimating deliverables
  • Establish estimating tools, templates, checklists and review processes aligned to the 21-Tab/ESR structure
  • Manage benchmarking using internal historical cost data, project metrics, lessons learned and external market sources
  • Lead independent estimate reviews, reconciliations and challenge sessions
  • Evaluate external estimating, AE, Construction Management and contractor deliverables
  • Review cost trends, change impacts, market conditions, constructability, procurement packages and forecasts
  • Manage change order review procedures and validate pricing, quantities, productivity, rates, markups, indirect costs and schedule impacts
  • Review construction estimate trends, bid packages, subcontractor pricing and cost validation documents
  • Lead development and review of estimates across estimate classes
  • Partner with Procurement and Project Delivery on subcontract procurement plans, package strategy, bid coverage and market capacity
  • Review major subcontract costs and schedules before award
  • Develop and evaluate contingency strategies and monitor contingency usage
  • Support payment application and cost validation reviews
  • Maintain 21-Tab/ESR estimate information covering funding, estimate position, schedule assumptions, drivers, risks, cash flow and cost movements
  • Lead DTV process and align it with internal engineering processes
  • Integrate estimating with engineering, design, procurement, construction management, IT/automation, commissioning, qualification, validation and technology transfer
  • Identify cost opportunities, estimate risks and commercial exposures, and recommend actions to project teams and business leaders

Requirements

What you’ll need
  • B.S. in Engineering, Construction Management, Architecture, Quantity Surveying, Business or related discipline from an accredited institution or equivalent required
  • Minimum 15+ years of estimating, project controls, construction management or related capital project experience supporting major capital programs
  • Extensive knowledge of capital project preconstruction, estimating, cost validation, procurement strategy, construction execution and project controls integration
  • Experience leading or supporting complex capital projects greater than $100MM in Supply Chain, R&D, Pharma, MedTech, advanced manufacturing or similarly regulated environments
  • Ability to translate business needs, design intent and project scope into estimate strategies, cost assumptions, basis of estimate documentation and capital funding recommendations
  • Experience developing collaborative partnerships with project delivery, engineering, finance, procurement, contractors, design partners and senior stakeholders
  • Strong listening, facilitation and problem-solving skills
  • Working knowledge of estimate classification, estimate development, benchmarking, cost breakdown structures, escalation, contingency, risk-based cost analysis and change impact evaluation
  • Familiarity with multiple contract types, procurement models, construction delivery strategies and commercial risk allocation approaches
  • Experience leading estimate reviews, contractor reconciliations, bid analysis, value engineering, target value design/delivery and preconstruction decision support
  • Proficiency in Microsoft Excel, PowerPoint, estimating platforms, benchmarking tools, cost databases, project controls systems and risk/Monte Carlo analysis tools
  • Fluency in written and spoken English required
