About the role
- Plan, develop, implement, and manage all processes associated with the statewide operations in Quality Control, Compliance Investigation, and Continuous Quality Improvement for early childhood programs.
- Represents the Chief Quality and Safety Office (CQSO) before other state agencies and governmental entities, private and public organizations, providers, and other community and professional groups.
- Discuss issues and develop plans related to quality standards and explain and interpret Department policies, programs, and objectives.
- Directs the establishment, formulation, interpretation, and implementation that governs compliance investigative activities of all licensed and unlicensed day care complaints.
- Develops and implements a statewide plan that conducts assessments, supports, and provides technical assistance to licensed child care providers that leads to continuous improvements and best practice.
- Plans, develops, and prepares the budget for the area of oversight for the CQSO.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Requirements
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in early childhood education, child development, or a closely related field.
- Requires four (4) years of progressively responsible administrative experience in a public or business organization.
- Requires four (4) years of professional experience conducting program monitoring in the area of early childhood or child welfare.
- Three (3) years of professional experience evaluating program and personnel performance in a public or private organization.
- Three (3) years of experience supervising four (4) or more professional staff in a public or private organization.
- Three (3) years of professional experience in the development and implementation of regulations, policies and procedures.
- Three (3) years of professional experience in supporting continuous quality improvement (CQI) coaching or a similar practice.
- Three (3) years of professional experience conducting quality review in early childhood care.
- Requires a criminal history check through the Illinois State Police.
- Requires the ability to use agency-supplied equipment (e.g., laptop, monitor, personal computer, and work cell phone).
- Requires the ability to work from the office regularly.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires appropriate, valid driver’s license.
