About the role
- Provide strategic leadership for the multi-island P-25 modernization initiative.
- Maintain overall accountability for scope, schedule, performance, and compliance.
- Approve major technical decisions, schedule baselines, and milestone gates.
- Serve as the primary executive interface to BIT leadership and DPP.
- Establish program governance framework and reporting cadence.
- Review and validate progress reports prepared by the Deputy Program Manager.
- Monitor key performance indicators, risk registers, and mitigation plans.
- Escalate critical risks and recommend corrective action strategies.
- Provide high-level oversight of RF engineering, A&E design, and network architecture.
- Ensure compliance with: P-25 standards; FCC regulations; applicable federal and territorial requirements.
- Validate interoperability requirements between islands.
- Review and approve technical deliverables at major lifecycle transitions.
- Oversee subcontractor performance at the program level.
- Support resolution of cross-functional or inter-island coordination challenges.
- Serve as escalation authority for disputes or performance concerns.
- Maintain alignment between BIT, DPP, construction contractors, and technical teams.
- Approve system cutover strategy and migration plan from legacy LMR to P-25.
- Ensure appropriate testing, validation, and acceptance criteria are met.
- Oversee readiness for final system handover and operational transition.
- Provide direction and oversight to the Deputy PM responsible for daily field coordination, construction monitoring, installation oversight, and on-site issue resolution.
- Conduct regular leadership syncs to ensure alignment between strategic and operational execution.
Requirements
- Minimum 10 years of experience in radio telecommunications.
- Demonstrated delivery of at least one P-25 Digital LMR Network.
- Minimum 10 years of interconnectivity experience (microwave, satellite, or fiber).
- Proven experience leading complex, multi-site public safety communications programs.
- Experience managing technical teams and subcontractors in geographically distributed environments.
- Project Management Professional (PMP) certification or equivalent formal project management credential (preferred).
- Professional Engineer (PE) license (preferred).
- Experience in hurricane-prone or island environments.
- Experience with grant-funded infrastructure modernization efforts.
