About the role
Key responsibilities & impact- Manage and support PRoL teams across Ukraine
- Oversee the design and implementation of protection programs, including protection case management, legal advice, protection monitoring, and system strengthening
- Support expansion of PRoL programming through national partnerships, mobile services, and static service provision
- Provide technical support to Field Management and Protection Managers on budgets, MEAL plans, work plans, and procurement plans
- Participate in strategic planning, stakeholder engagement, advocacy, proposal development, and internal and external reporting
- Support a complex, multi-donor, multi-year PRoL portfolio and coordinate activities across sectors
- Establish monitoring and evaluation mechanisms and support evidence-based decision-making
- Provide technical guidance, conduct field visits, chair technical meetings, and lead learning events
- Develop project designs and proposals, conduct protection-risk analyses, and support integrated programming
- Represent IRC in coordination forums and support advocacy strategies and communications products
- Develop, monitor, and strengthen partnerships with national and local organizations
- Mentor, coach, supervise, and build the capacity of field and partner staff
- Deputize for the Protection Coordinator (Rule of Law) as required
Requirements
What you’ll need- Minimum Bachelor’s degree in law, human rights law, international relations, social sciences, or another related field
- Fluent in Ukrainian and English
- At least 4 years’ experience in a leadership position managing multi-year programming and grants or implementing humanitarian protection programs
- Solid knowledge of the humanitarian context in Ukraine
- Experience in resource planning and program management, including budget development, workforce planning, and oversight of complex multi-year projects
- Technical expertise in protection programming
- Strong understanding of donor compliance and reporting requirements, including UHF, BMZ, and ECHO
- Experience participating in coordination forums
- Experience managing partnerships with national and local organizations, including capacity strengthening, performance monitoring, and stakeholder engagement
- Experience using digital tools and systems for program management, data analysis, coordination, and reporting, such as Microsoft Office Suite, Teams, SharePoint, and Power BI
- Change management and localization expertise
- Experience in technical staff supervision, capacity building, project design, and budget management
- Strong communication, interpersonal, analytical, and writing skills
- Strong team and people leadership, portfolio management, organizational, and development skills
- Networking, team building, organizational, and communication skills
- Strong analytical and evidence-interpretation skills
- Ability to handle pressure and multiple priorities, improvise, and adapt to transitions
- Willingness to travel for monitoring and coordination purposes, up to 30% of the time
- Ability to work in a matrix organization and in a fast-paced, stressful, multitasking environment
- Occasional weekend work may be required
