About the role

Key responsibilities & impact
  • Formulate goals consistent with IEHP’s Strategic Plan, and Mission, Vision and Values, leveraging expertise in contracting and procurement concepts and adhering to Public Procurement policies, industry standards, best practices, and procurement/supply chain strategies.
  • Provide analysis of data and issues with problem-solving capabilities, sound judgment to efficiently utilize public resources, identifying and implementing procurement management and administration best practices.
  • Supervise and assign procurement related activity planning, proposal evaluation, contract negotiation and renewals; invoice-related issues; recommend a wide range of awards to Procurement Manager.
  • Demonstrate a high degree of expertise in all aspects of procurement processes, from initiating solicitations to contract negotiations and awards, and contract administration throughout its life cycle.
  • Develop and maintain contract or bid files; distributes documents to interested parties as needed.
  • Review and recommend solutions based on compliance with departmental policy, procedure, State and Federal regulations of procurement/contracts/First Tiered Downstream and Related Entities requirements. This includes performing the sanction exclusion screening process and vendor screening.
  • Ensure fiscal compliance on all procurement activities.
  • Read and interpret rules and regulations; collect, organize, and evaluate information; identify alternative solutions, and project consequences of decisions and recommendations.
  • Negotiate complex contracts and other procurement-related contracting activities specifying vendor and IEHP responsibilities and expectations regarding delivery of services, contract terms, special pricing arrangements, and other essential provisions.
  • Advise management of contractual rights and obligations and provides interpretation of terms and conditions with oversight by Legal.
  • Identify and complete process improvement methods concerning procurement and supply problems; ensure that all outcomes deliberated with internal and external customers are fair, reasonable, and within the law.
  • Collaborate closely with key stakeholders and Legal to discuss and resolve contract or procurement related questions and concerns.
  • Lead highly complex solicitations submitted by internal departments.
  • Oversee staff’s bidding and contracting work to meet organizational timelines, addressing and resolving any escalated issues causing, or that may cause, unforeseen delays.
  • Apply procurement law, principles, best practices, and techniques for drafting, reviewing, and revising, complex contracts and solicitations, as well as contract negotiations and management; and enforce contract provisions.
  • Assist the Procurement Manager to train staff regarding policies; provide direction and technical guidance/feedback.
  • Provide improvement training, conduct performance evaluation, assist Procurement Manger/Director with performance goal setting, and allocate resources.
  • Participate in the interview selection process and provide assessment to the Procurement Manager.
  • Assist the Procurement Manager/Director to identify and review single/sole-source requests, vendor protests, and non-compliance issues.
  • Investigate any disputes/complaints and provide information to the Procurement Manager/Director for resolution.
  • Develop and review vendor correction action plans for issuance by the Procurement Manager/Director.
  • Collaborate with internal business unit partners to provide guidance and/or improve processes.
  • Assist Procurement Manager/Director to assess procurement business use cases and initiate procurement discussions and/or assessments surrounding topics of forecasted costs, budgetary factors, data security, compliance, and legal considerations.
  • Any other duties as required ensuring Health Plan operations are successful.

Requirements

What you’ll need
  • Six (6) years of professional procurement and contracts experience in a Procurement Department or Agency, which included solicitations, bid evaluations, contract negotiation, development of contract standards and procedures, and development of multi-year or major high-value multi-commodity agreements or equivalent work experience
  • Supervisory/lead capacity experience required
  • Bachelor’s degree from an accredited institution required, degree preferably in Procurement, Business Administration, Economics, or a related field from an accredited institution
  • In lieu of the required degree, a High School Diploma, AND a minimum of three (3) *Procurement Training Certifications achieved within the last three (3) years from one or more of the following types of professional organizations will be required: Globally and/or Nationally known professional Procurement/Supply Chain organization (e.g. NIGP, CAPPO, ASCM, NCMA, CSCMP, CIPS)
  • Federal, California State, or County or City Public Agency
  • Possession of a certificate as a Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) by the Institute for Supply Management (ISM) and Six Sigma Certification is desired
