About the role

  • Support OHS federal staff in the development, refinement, and clarification of policies, guidance, and procedures affecting Head Start and Early Head Start programs
  • Conduct policy research and analysis related to statutory requirements, federal regulations, and program operations to inform policy decisions
  • Analyze the operational impact of proposed policy changes and identify implementation considerations, risks, and mitigation strategies
  • Conduct qualitative and quantitative analysis to support policy development, including review of program data, monitoring findings, audits, reports, and trend analyses
  • Develop analytical summaries, options papers, and recommendations to support senior leadership decision-making
  • Support process improvement initiatives related to policy development, clearance, and dissemination
  • Collaborate with communications staff to ensure policy guidance is clear, consistent, and accessible to intended audiences
  • Assist with preparation of talking points, briefings, and responses for internal leadership or external stakeholders
  • Participate in meetings, workgroups, and briefings related to policy initiatives as directed by OHS
  • Identify emerging policy issues, implementation challenges, and trends that may impact program operations

Requirements

  • Bachelor’s or Master’s degree in Public Policy, Public Administration, Education, Early Childhood, Law, Social Sciences, or a related field
  • 3+ years of experience in policy analysis, development, or implementation, preferably in a federal or public sector environment
  • 2+ years of experience supporting HHS, ACF, OHS, or other federal human services programs
  • US government issued security clearance required (will be initiated upon hire)
  • Valid driver’s license and ability to pass an MVR check.
