About the role
Key responsibilities & impact- The Facility Security Officer (FSO) manages, administers and coordinates DoD and/or other agency industrial security programs and other security activities to ensure compliance with government and company security policies and procedures
- The FSO will process personnel security clearance investigations and maintain all security documentation, files, clearance, and suitability rosters in accordance with government requirements
- Responsibilities include: Administrate personnel security clearance processes to include coordinating initial clearance submissions and periodic reinvestigations of staff, providing guidance and instruction to staff to ensure completion of security paperwork, collection of electronic fingerprinting, and providing follow-up clearance report statuses to managers for specific contracts
- Maintain all security documentation and files in accordance with DCSA requirements
- Maintain FCL documentation and submission in accordance with DCSA requirements
- Provide Federal Agency or component personnel suitability processing support and coordination
- Provide and document new employee security briefings and exit debriefings
- In coordination with other company and government security officers, execute contract-specific onboarding requirements to include high-side nominations and special briefings
- Monitor and enforce annual refresher training completion and other annual employee security documentation requirements in the Learning Management System (LMS)
- Investigate and report security incidents and Insider Threat reports
- Provide security support to Human Resources, Contracts, and Proposal teams
- Advise personnel of their reporting requirements, both personal/administrative and compliance/incident-related reports
- Interpret government policies for the development and implementation of security plans and procedures
- Maintain strong working relationships with DCSA and/or other Federal Agency representatives to facilitate accurate information sharing, incident resolution, and Insider Threat response
- Demonstrated ability to execute DCSA Annual Self-Inspections, prepare for DCSA Security Reviews, and successfully pass DCSA Security Reviews with a minimum cumulative score of SATISFACTORY or better
- Create and update security plans, procedures, and instructions
- Participate in the development and execution of security education programs including the initial and annual refresher training
- Supervise daily security activities and enforce government and company security policies
- Perform collateral access control responsibilities including managing badges, access cards and visit requests, as required
- Manage security programs at multiple sites across the country
- Other duties as assigned
Requirements
What you’ll need- 3+ years of experience as FSO or 5+ years as AFSO
- 7+ years of government contracting experience
- BS/BA Degree required
- Completion of Facility Security Officer (FSO) Certification – STEPP’s “FSO Orientation for Non-Possessing Facilities” (certificate) or completion within 3 months from start date
- Understanding of the government contract lifecycle
- Knowledge of government security and information assurance processes
- Ability to security onboard and maintain +300 new employees and Independent Contractors across various sites throughout the country
- Demonstrated ability to provide employees with personnel security guidance, consistent with the 13 adjudicative guidelines
- Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII) and Controlled Unclassified Information (CUI)
- Experience with DISS, NISS, NBIS, eAPP, and ACCS
- Ability to communicate effectively with Corporate Executives to provide status updates, ensure compliance with the 32 Code of Federal Regulation Part 117 NISPOM requirements. and provides guidance on security related questions or concerns
