About the role

Key responsibilities & impact
  • Manage all country procurement activities according to HI procedures and guidelines
  • Receive, review, and process purchase requests; request quotations; analyze offers; support supplier selection
  • Generate purchase orders and contracts, follow deliveries, request payments, and close procurement files
  • Prepare, monitor, manage payments for, and close service-provider, consultancy, and advisory contracts
  • Generate, execute, monitor, extend, and renew local framework agreements
  • Serve as the country focal point for the LINK system and coordinate needs with the Regional Procurement Officer
  • Maintain procurement and contract archives and respond to procurement audit requests
  • Support project resource and procurement plans and report deviations
  • Manage the country vehicle fleet, travel procedures, maintenance, safety, cleanliness, tracking, and fuel consumption
  • Manage buildings, offices, camps, leases, repairs, maintenance, utilities, and physical security procedures
  • Manage equipment, inventories, telecommunications, IT equipment, radios, telephony, satellite trackers, and communications contracts
  • Ensure project logistics, appropriate procurement, storage, equipment visibility, and donor visibility
  • Prepare logistics reports, participate in meetings, provide project-team feedback, and report supply-chain issues
  • Contribute to regional logistics strategy, the Ecuador program strategy, road-safety proposals, workshops, planning, and project proposals
  • Lead emergency-preparedness actions, contribute to Ecuador’s Emergency Response Plan, and support emergency-preparedness measures

Requirements

What you’ll need
  • University professional degree in industrial engineering, logistics, and/or business administration
  • Minimum 2 years of experience in supply-chain planning, procurement, suppliers, transportation, processes, and KPIs
  • Fieldwork experience with an NGO desirable
  • English B2 desirable
  • Postgraduate qualification in logistics desirable
  • Proficiency in Office, especially Excel and PowerPoint
  • Power Apps and Power BI desirable
  • Experience with ERPs and/or supply-chain management systems
  • Strong communication and writing skills in Spanish
  • Knowledge of decision-making, collaborative office tools, stress management, emergency monitoring and preparedness, information-systems security, time management, teamwork, prioritization, and process compliance
