About the role
Key responsibilities & impact- Support clients within the U.S. Capitol Police (USCP)
- Negotiate the best terms for requirements and handle problem situations
- Produce clear and concise contractual documents
- Utilize Federal Supply Schedules, GWACs, Request for Quotes and Pricing to accomplish requirements
- Direct an evaluation process and write and defend an award recommendation to the Contracting Officer
- Identify appropriate clauses and documentation of contract decisions
- Identify appropriate use of sole source justifications
- Present issues clearly and effectively
- Examine and evaluate contractor's cost estimates or price proposals
- Review past performance reports and conduct reference checks
- Advise and assist program officials in drafting proposal analysis reports documenting the evaluation process
- Monitor outstanding contracts for compliance with terms
- Negotiate contract modifications and terms of contract changes
- Prepare written requests for proposal; publicize requirements; issue solicitation documents; analyze offers received; prepare negotiation positions; evaluate technical and cost proposals; negotiate cost and technical issues; enter into a formal contract with the offeror
- Prepare an invitation for bid; publicize requirements; review bids for responsiveness; determine financial responsibility and award contracts
- Use a variety of contract types
Requirements
What you’ll need- 8-10 years of Federal contracting experience
- Level II FAC-C Certification required
- Bachelor's degree in any field is desired, that included at least 24 semester hours in any combination of the following fields: business, finance, accounting, law, contracts, economics, marketing, purchasing, management, industrial management, quantitative methods, organizational management
- Excellent written and verbal communication skills
- Interviewing skills
- Organization and people skills
- Strong collaborator
- Must use tact, diplomacy and patience when communicating and dealing with others
- Provide status reports for management review
- Strong customer service skills with a focus on excellence in Grey Street client management and execution
- Experience with Microsoft office programs (Word, Excel, PowerPoint etc) essential
