About the role
- Conduct comprehensive research and statistical analysis on social issues, drawing from national databases, legislation, academic journals, and administrative sources to support evidence-informed decision-making.
- Develop, maintain, and apply forecasting and analytical models to evaluate caseload trends, program impacts, and policy options, ensuring recommendations are substantiated and reliable.
- Prepare clear statistical reports, briefing notes, and presentations for executives, management, and stakeholders, highlighting demographic trends, program outcomes, and policy implications.
- Collaborate with colleagues, business analysts, and stakeholders across branches, divisions, and ministries to ensure data quality, consistency, and alignment with program knowledge and business processes.
- Provide expert advice on research design, statistical methodologies, and data sources, supporting the development of performance indicators and accountability frameworks.
- Remain current on emerging trends, issues, and best practices nationally and internationally, applying insights to strengthen policy development and program planning.
- Investigate and identify ALSS’s needs for economic and statistical models, analysis, and reporting to support policy, program delivery, and strategic initiatives.
- Lead the development of advanced statistical/economic models, policy scenario tests, and applied analyses to support departmental, cross-ministry, and intergovernmental priorities.
- Provide expert consultation on methodological and statistical approaches, ensuring accuracy, timeliness, and compliance with legislation and reporting standards.
- Manage multiple projects simultaneously, including directing external contractors and supervising junior staff, using sound project management practices.
- Represent ALSS on intergovernmental and interdepartmental committees, providing expertise, consultation, and leadership in statistical and economic analysis.
- Prepare and present findings, recommendations, and briefing materials to senior managers, executives, and stakeholders.
- Facilitate workshops, develop prototypes, and guide documentation to elicit, analyze, and validate business requirements for enterprise data solutions.
- Lead project teams in translating business needs into BI solutions, including defining work structures, managing risks, and overseeing testing and implementation.
- Provide expert input on data models, information products, and BI tools to ensure alignment with business rules, requirements, and strategic objectives.
- Plan and manage BI projects by assessing opportunities, evaluating alternatives, and preparing business cases, charters, and project plans in collaboration with technical staff.
- Develop and implement change management, communications, and training strategies to support staff adoption of new BI tools, processes, and information products.
- Conduct ongoing research and consultation with senior management and stakeholders to ensure BI solutions remain effective, evidence-based, and responsive to evolving business needs.
Requirements
- University graduation in a related field (e.g., Economics, Econometrics, Statistics) plus 4 years progressively responsible related experience.
- Demonstrated knowledge of techniques and software programs for theoretical and applied econometric/statistical models.
- Experience utilizing large data sets (e.g., Statistics Canada data) and statistical programming software (e.g., SAS, R).
- Experience with research methodologies, techniques, and procedures, including the application of qualitative and quantitative research methods and data analysis.
- Demonstrated knowledge of research theories and methods, including organizational evaluation, project management approaches, and information/data management and security.
- Demonstrated knowledge of government policy development processes.
- University graduation in a related field (e.g., Economics, Statistics, Socioeconomics Methodologies) plus 4 years progressively responsible related experience.
- Demonstrated knowledge of relevant legislations, regulations, policies, business plans, strategic initiatives, programs, and practices of the Ministry of ALSS, other Ministries, and other governments.
- Expert knowledge of research methods, collection and analysis of qualitative and quantitative data, forecasting/projection techniques, statistical/economic modeling, data visualization, and reporting techniques.
- Expert knowledge of computer software to undertake complex analysis of large databases, word processing, development and delivery of presentations and work in a web-enabled environment.
- Demonstrated knowledge of project management methodology and practices.
- Demonstrated knowledge in economic theory and experience in the development of macro/micro economic models is an asset.
- University graduation in a related field plus 2 years progressively responsible related experience.
- Experience in project management, change management, systems development, business intelligence/data warehouse methodologies.
- Demonstrated knowledge of BI technologies, preferably Microsoft BI tools (SSIS, SSAS, and SSRS).
