About the role

  • Reporting to the Team Lead, Training and Technical Support, the Instructional Designer is responsible for working with a team of professionals tasked with the development of a modernized approach to training and development that is grounded in adult learning principles.
  • Make evidence-based recommendations to branch management on LTS learning strategy, supports and services, and the integration of workforce development with other talent management functions.
  • Apply adult learning principles in the design of learning content and in the development of instructional materials for self-paced, instructor-led, and blended learning for a geographically diverse audience.
  • Design, build, maintain, and enhance corporate learning resources, programs and/or projects that align with the APS competencies and functional program areas.
  • Facilitate and/or participate in task teams, advisory committees, working groups and/or focus groups to gather information and ensure consideration of learner needs.
  • Ensure input and feedback are incorporated into various learning and development projects, programs, and initiatives.
  • Coach and guide subject matter experts to deliver training.
  • Develop and implement an approach to the support the management and review of learning content, ensuring continuous improvement through the scheduled and event-driven update of programs or courses.
  • Design or curate learning content and develop instructional materials.
  • Work with LTS Systems Analytics to develop and implement quality improvement processes for learning content.

Requirements

  • University degree in Education, Adult Education, Curriculum Development, Instructional Design or any other related field plus 2 years progressively responsible related experience in managing learning programs including design, development, implementation, and evaluation, adult education and training, staff training and development, group facilitation, public participation or equivalent as described below.
  • Expertise in adult learning, including training design, development, and evaluation, including the ADDIE or similar models.
  • In-depth knowledge of e-learning authoring software and delivery platforms, including Captivate and Articulate.
  • Strong people, interpersonal and consultation skills.
  • Strong communication skills (verbal and written).
  • Writing and editing skills to ensure education and training materials and information is suitable for diverse audiences and consistent with the style of the ministry.
  • Organization, project management, change management, and time management skills.
  • Excellent technical writing skills and the ability to communicate complex legislation and procedures into plain language for diverse audiences.
  • Ability to integrate needs of diverse stakeholders to provide effective education and training services.
  • Knowledge of Microsoft Office including Outlook, Word, Excel, PowerPoint, Visio and SharePoint.
