About the role
- Lead a team of recruiters supporting subsidiaries in preparing and submitting proposals for federal contracts
- Collaborate with proposal managers, business development teams, and subsidiary leaders to ensure timely delivery of high-quality proposals
- Coordinate incumbent capture procedures to support acquisition timelines and goals
- Manage the proposal staffing process end-to-end: job postings, candidate sourcing, interviewing, and offer negotiation
- Lead handoff from proposal to award with HR Business Partner and Talent Acquisition assigned to the subsidiary
- Develop and implement recruitment strategies and proactively build a diverse talent pipeline for current and future opportunities
- Leverage internal and external sites to advertise and diversify candidate pools
- Perform market analysis for hard-to-fill positions and provide market trend information to hiring managers
- Provide guidance and direction to recruiters on sourcing, screening, and selecting candidates
- Conduct regular status updates and serve as key point of contact for B&P, BD, and hiring managers regarding recruitment progress
- Monitor and track proposal staffing metrics and performance to align with project timelines and objectives
- Ensure compliance with company policies, procedures, and legal requirements throughout recruitment
- Continuously evaluate and optimize recruitment processes and tools to enhance efficiency
- Support other proposal HR/personnel functions as needed during workload surges
Requirements
- Strong understanding of federal contracting processes and requirements with emphasis on bids and proposals related to talent acquisition
- Knowledge of employment laws and regulations surrounding hiring
- Proficiency in applicant tracking systems and other recruitment tools and technologies
- Ability to embrace change, learn quickly, and thrive in a dynamic corporate environment
- Skill in working harmoniously within cross-functional teams to achieve common objectives
- Ability to prioritize tasks, manage multiple projects, and meet deadlines
- Attention to detail and effective problem-solving skills
- Ability to communicate effectively and diplomatically, both verbally and in writing
- Strong cultural awareness and sensitivity, with ability to adapt messages and strategies for diverse audiences
- Basic understanding of relevant software, including Windows and MS Office Suite (Outlook, Word, PowerPoint, Excel)
- Bachelor’s degree in Human Resources, Business Administration, or related field OR equivalent combination of education/experience
- Minimum 5 years of relevant experience
- Experience providing recruitment support for an organization that is an active US government contractor
- Experience working in a high-volume, matrixed environment
- Ability to successfully pass a background check
- Preferred: Experience with iCIMS and LinkedIn Recruiter
- Preferred: Previous experience with Alaska Native Corporations and/or exposure to Alaska Native cultures
- Preferred: Previous government contracting experience
- Preferred: Bids and Proposals, Business Development, and/or Mergers and Acquisitions experience a plus
