About the role
- Track and analyze federal, state, county, and city policies and trends affecting Medicaid/Medi-Cal.
- Conduct policy research and analysis and determine potential Plan impact from Department of Health Care Services regulations and statutes.
- Provide guidance to internal customers on policy implications and recommendations for policy decisions.
- Draft memoranda and reports on policies and procedures concerning state and federal Medicaid programs.
- Author policy briefs and publications, including figures, tables, charts, data visualizations, and fact sheets.
- Keep executive staff abreast of new policy developments affecting Medicaid/Medi-Cal and low-income coverage.
- Monitor Executive Branch and Congressional activities that may impact the health plan; alert and advise Executive Director of Strategy and External Affairs.
- Work on projects and ad hoc assignments supporting Government and Community Relations and other GCHP departments.
- Perform other duties as assigned.
Requirements
- Bachelor’s Degree in Health Services Administration, Public Health, Public Policy, or related field (required)
- Preferred: Master’s Degree (Master’s in Public Policy may be accepted in lieu of experience)
- 3-5 years of experience including health care regulatory, managed care and/or compliance experience (minimum 3 years)
- Preferred experience working in local government, the State Legislature, or Congress
- Expertise in federal and state policy issues and data sources related to the Medicaid program
- Demonstrated knowledge of pertinent federal and state laws related to health care
- Understanding of managed care and government-sponsored health care delivery systems
- Understanding of managed care operations and issues that affect the organization
- Strong organizational, analytical, problem solving, and project management skills
- Demonstrated ability to build consensus on strategies and messages among peers and stakeholders
- Ability to adapt to constantly changing priorities and manage multiple projects
- Maintain credibility, confidentiality, and integrity
- Ability to communicate research findings clearly through tables, charts, and figures
- Strong understanding of the legislative cycle and state budget process
- Intermediate level in Microsoft applications
- Ability to communicate effectively orally and in writing; superior writing skills for policy drafting
- Ability to oversee projects, prioritize resources, demonstrate initiative, and self-manage
- Ability to interact with and maintain vendor relationships
- Ability to implement and maintain various reports
- Leadership skills; thorough knowledge of policies and procedures; adherence to Code of Conduct and Code of Ethics
