About the role

Key responsibilities & impact

Overall leadership and guidance for contract management activities for our contract supporting NIH professional services
Program and operational management including annual reviews, performance improvement plans, conflict management
Accounting oversight including invoicing and time cards
Contract oversight including main contract execution and subcontracts
Program recruiting tasks including managing recruiters and job requisitions, conduct interviews and review candidates
Immigration (Visa and Permanent Residence sponsorships)
Onboarding/offboarding employees including hiring and terminations
Subcontractor management
Customer reporting/deliverables including interacting with the Contracting Officer (CO), Contracting Officer's Representative (COR) and Contracting Officer’s Technical Representative (COTR)
Travel and training
Solving critical problems and mediating any potential conflicts.
Authority to make decisions for the contractor’s organization in response to Government issues, concerns, and comments.

Requirements

What you’ll need

Bachelor’s degree and 12+ years experience managing government contracts involving delivering technical services supporting life science research.
15+ years of related experience
Demonstrated experience supporting business development and task order responses for large, high throughput BPA or IDIQ contracts
Demonstrated experience hiring, retaining, and managing 100+ employees.
Located in the DMV area and ability to be on client site in Bethesda MD as required and within 2 hours of request by the client
Ability to obtain public trust clearance
