About the role
- Establishing and/Managing cloud financial operations functions in large or federated organizations to include chargeback/ showback models tailored to business unit or department /location consumption patterns.
- Designing dashboards and reports using tools such as AWS Cost Explorer, Azure Cost Management, Google Cloud Billing, or third-party tools like CloudHealth, Apptio, or CloudCheckr.
- Creating forecasting models and budget tracking processes aligned with enterprise or agency cloud strategies.
- Working across engineering, finance, and procurement teams to ensure efficient cloud resource planning and usage.
- Providing stakeholders’ with CSP contract management support through pricing analysis, commitment planning, and usage optimization.
- Advising on FinOps operating models, KPIs, and best practices for cost transparency and financial accountability.
- Collaborating with application owners to identify savings opportunities through rightsizing, scheduling, or architecture redesign.
- Supporting the implementation of tagging strategies, cost allocation rules, and data governance for cloud spend visibility.
- Educating stakeholders and developing training materials to build internal FinOps awareness and capability.
Requirements
- Bachelor of Arts/Bachelor of Science
- Minimum of eight (8) years of progressive experience in IT financial management, cloud financial operations (FinOps), or enterprise cost governance
- At least three (3) years of direct experience managing cloud cost optimization and forecasting across AWS, Microsoft Azure, Google Cloud Platform (GCP), Oracle Cloud Infrastructure (OCI), or hybrid/multi-cloud environments.
- Experience performing the duties described above.
- Certifications (Preferred): FinOps Certified Practitioner or FinOps Certified Professional (FinOps Foundation).
- AWS, Azure, GCP, or OCI cloud certification (e.g., Cloud Practitioner, Billing & Cost Management).
- Certified Government Financial Manager (CGFM), Certified Public Accountant (CPA), or similar.
- ITIL v4 Foundation or relevant service management certification.
- The selected applicant will be subject to a government security investigation and must meet requirements for Public Trust level access.
