About the role
Key responsibilities & impact- Compile weekly payroll reports, pay stubs, and timecards for qualifying federally funded projects
- Review and verify that all employees working on jobsites are accurately captured in payroll reports
- Submit reports to third-party consultants for independent review and conformance
- Review conformed reports and submit final certified payroll to customers in accordance with federal project terms
- Certify payroll reports in accordance with DBRA requirements
- Maintain labor hours, wage classification, and apprenticeship utilization records supporting prevailing wage and apprenticeship requirements under IRC Sections 45U and 45Y
- Track apprenticeship labor-hour percentages against phased-in thresholds and document good-faith efforts when registered apprentices are unavailable
- Provide labor documentation to customers, third-party consultants, and customer tax advisors for tax credit substantiation
- Coordinate with legal and contracts teams regarding contractual risk-transfer provisions, indemnification, correction costs, and credit recapture risk
- Distinguish DBRA correction processes from IRA correction and cure mechanisms for appropriate escalation
- Manage and administer qualified apprenticeship programs
- Create and modify GE Vernova One Field Service apprenticeship programs
- Maintain training instruction, on-the-job learning, and Davis-Bacon certifications within DOL Rapids 2.0
- Track apprentice ratios, wage progression, and certification status
- Maintain organized, audit-ready certified payroll, PWA, and apprenticeship records
- Ensure compliance with employee data privacy policies and applicable regulatory standards
- Develop SOPs and reporting templates for DBRA and IRA documentation workflows
- Assist legal and compliance teams with DOL inquiries and DBRA audits
- Support customer documentation requests related to IRS inquiries or audits of customer tax credit claims
- Flag documentation gaps or discrepancies to legal and compliance leadership
- Serve as a point of contact for apprentice employees and union inquiries
Requirements
What you’ll need- Minimum associate's degree in Business Administration, Human Resources, Accounting, or related field
- 3–5 years of experience in payroll administration, HR compliance, or labor relations, ideally within construction, government contracting, or unionized environments
- Proficiency with payroll/HRIS platforms such as Kronos, Workday, and PowerMax, or similar systems such as ADP and PeopleSoft
- Strong Excel skills, including pivot tables, VLOOKUP, and data reconciliation
- Working knowledge of the Davis-Bacon Act and Related Acts (DBRA)
- Understanding of prevailing wage determinations, fringe benefit calculations, and apprenticeship ratio requirements
- General awareness of IRC Sections 45U/45Y prevailing wage and apprenticeship requirements and differences from DBRA
- Familiarity with DOL Wage and Hour Division audit processes
- Must be legally authorized to work in the United States
- Successful completion of a drug screen, as applicable
- Preferred: 2+ years of direct experience with certified payroll and Davis-Bacon Act compliance
- Experience with federally funded projects is highly desirable
- Certified Payroll Professional (CPP) designation preferred
- Project Management Professional (PMP) designation preferred
- Familiarity with certified payroll software such as LCPtracker or eMars is a plus
- Awareness of union labor agreements and CBA administration is a plus
- Familiarity with union apprenticeship program requirements is desirable
- Strong written communication skills for regulatory and customer inquiries
- High attention to detail and accuracy under deadline pressure
- Strong organizational and document management skills
- Discretion in handling sensitive employee data
- Ability to distinguish between DBRA obligations and IRA/PWA customer documentation obligations
- Ability to collaborate with legal, compliance, tax/finance, HR, field operations, and union representatives
- Ability to interpret routine documentation requirements and escalate ambiguous questions
- Comfort navigating evolving IRA/PWA guidance
