Provide Model Based Systems Engineer (MBSE) analysis support to the Naval Sea Systems Command (NAVSEA) PMS 408 - Naval Expeditionary Missions (EXM) Program Office.
Deliver ongoing analytical support, program management, and administrative support for program objectives.
Apply formal MBSE techniques and tools in executing Systems Engineering activities consistent with Industry, DOD, and Department of Navy standards and best practices.
Perform requirements analysis, modeling with traceability between requirements and to system/subsystems, system functionality, and test constructs.
Develop and manage DOD Architecture Framework (DODAF)-described views.
Conduct Expeditionary Medical Systems analysis and decomposition, including internal block diagrams and block definition diagrams.
Perform activity/behavior modeling and identify interface definitions.
Provide test support, including development of Requirements Traceability and Verification Matrices (RTVMs), Performance Specifications (PSPECs), and test plans in modeling tools.
Conduct simulation and trade-off analysis and apply INCOSE SE Handbook guidance to SE activities.
Apply SysML/UML/UAF and architecture frameworks (DODAF, NFARM) to develop SE models.
Employ DON-approved modeling tools and MBSE environments (Naval IME, Cameo Systems Model, Cameo Enterprise Architecture, Teamwork Cloud) and export tailored reports and update model objects.
Use Velocity template/report engine and Groovy (or comparable MagicDraw-compatible) languages.
Identify and document standard operating procedures to support 408/EXMED-specific SE activities and augment guidance as required.
Communicate MBSE contributions to broader Navy and joint mission objectives and collaborate with team members; mentor non-engineers and lead technical reviews as necessary.
Work independently or in small teams, adapt to changing priorities, and support leadership.
Requirements
Bachelor’s Degree or Master’s Degree in Systems Engineering, Electrical/Mechanical Engineering, Computer Science, or a related technical field with 8+ years relevant experience.
Experience with DoD acquisition lifecycle and systems engineering processes (e.g., per DoDI 5000.97).
(Highly Preferred) INCOSE Certification (Certified Systems Engineering Professional) or ESEP (Expert Systems Engineering Professional).
(Highly Preferred) DoD 8140/8570 Certifications to overlap with Cyber and IT work (e.g., Security+, CISSP, or CEH).
Travel: Requires local area travel with occasional travel CONUS (approximately 10%).
Ability to work onboard Navy ships or other platforms for short testing periods (approximately 1%-2%).
Secret security clearance is required.
Proficiency in Systems and Unified Modeling Language and Architecture Frameworks (SysML/ UML / UAF) and digital modeling languages.
Familiarity with DoD Architecture Framework (DoDAF).
Experience with Digital Engineering Ecosystems and Model Repositories.
Proficiency and certifications in MBSE tools like Cameo Systems Modeler (MagicDraw), IBM Rhapsody, or Enterprise Architect.
Database management (SharePoint).
Defense Acquisition System JCIDS processes.
Research and Development efforts.
Microsoft 365 Tools (Project, Word, Excel, PowerPoint, Teams, SharePoint).
OPSEC requirements.
